Submitted by the Chief of Police
Explanation: The three additional police officer positions will be assigned to the Mashpee
Police Department Operations Division, Patrol Section, to accomplish general law enforcement
and community policing duties as assigned. Two of the 'new officers will be assigned to new
overlap shifts providing overlap coverage for better service to the citizens and for times when a
shift is busy in its roll call periods. Two of the additional police positions will allow two
veteran officers to be assigned collateral staff duties as community policing coordinators,
training officers, citizen police academy instructors, directors of a police liaison officer
program, and establishment of an Office of Community Policing which will coordinate
community services and problem solving initiatives. The third officer will be assigned as
needed on the day, evening, or midnight shifts so a veteran police officer presently assigned to
the patrol section can be reassigned to the investigation section as a detective scheduled to work
the afternoon shift. This detective assignment will provide better coverage to reduce a
significant level of overtime, and provide another investigation section employee to follow up
on an ever increasing level of important criminal cases. It will also coordinate with community
policing liaison officers on follow up of long term community policing efforts and form a
stronger community policing partnership with the investigation section, patrol section, and the
community. In addition to the funding requested (25%) for these three positions, a pending
Federal grant "Cops Universal Hiring" will provide 75% of the three officers' salaries over a
three year period. The 75% Federal contribution for the three positions over the three year
period amounts to a sum of approximately $215,,8,57. In contrast, the Town's 25% of the salary
contribution for the same period amounts to approximately $1 O6,043.
0
Recommendation: Finance Committee recommends approval.
Motion made by Selectman Frye.
Motion: I move the Town vote to hire and equip three additional full time police officers and
further the Town vote to raise and appropriate $43,554, with said funds to be apportioned as
follows: $18,735 to the Police Patrolman Salaries Account, $7,500 to the Police Expense
Account, $108 to the Group Insurance Account, $16,443 to the Employee Medical. Insurance
Account, and $768 to the Medicare Account.
0
Motion passes at 8:22 p.m.
Article 24
To see if the Town will vote to raise and appropriate or transfer from available funds $18,000
from the Cranberry Bog Reserved Receipts Account to the Conservation. Lands Maintenance
and Improvement Account.
Submitted by the Conservation Commission
Explanation: This will fund maintenance and improvement of existing Conservation Land, or
purchase of new Conservation Land.
a,
Recommendation: Finance Committee recommends approval.
22
