Elected or appointed Town boards or committees, may meet during Town Meetings at the place where the Town Meeting is held, for the sole purpose of making recommendations and advising Town. Meeting participants on any matter included in the Warrant for that Town Meeting," or take any other action relating thereto. Submitted by the Finance Committee Explanation: Massachusetts General Laws, Chapter 39, Section 2313, the Open Meeting Law, mandates that all meetings of boards, commissions, committees,, or subcommittees of any district, city, region, or town, however elected, appointed, or otherwise constituted, be open to and available for inspection by the public. During Town Meetings, boards and committees often caucus to update a position or to develop a joint position. Since deliberations occur during the Town Meeting, it was the District Attomey"s opinion that these meetings must comply with the Open Meeting Law. The amendment to the bylaw listed above would allow all Town committees, boards, etc., to be in session, during Town Meeting, for the express purpose of considering Town Meeting articles and issues.
