To see if the Town will vote to establish a revolving Home Composting in Account through <br /> the Town Accountant's office in accordance with Massachusetts General Laws, Chapter 44, <br /> Section 53E 1/2, to be expended under the direction of the Board of Health, in order to place <br /> anticipated revenues collected from the sale of compost bins which shall be used to purchase <br /> additional compost bins, and advertise the availability of such bins, and to establish the limit on <br /> expenditures from said account for Fiscal Year 1997 at $4,500, or to take any other action <br /> relating thereto. <br /> Submitted by the Board of Health <br /> Explanation: Revolving account is required by the Department of Environmental Protection in <br /> order to receive compost bins at no charge to the Town. Revenues must be used to purchase <br /> additional bins and advertise their availability. <br /> Anticipated Budget: <br /> Revenues $41500.00 <br /> Expenditures $41500.00 <br /> This account will be managed by the Board of Health through its agent. <br /> Recommendation. The Finance Committee recommends approval. <br /> Motion made by John Doherty, Chairman, Board of Health. <br /> Motion: I move the Town vote to establish a revolving Home Composting Bin Account <br /> through the Town Accountant's office in accordance with Massachusetts General Laws, Chapter <br /> 44, Section 5 3 E 1/2, to be expended under the direction of the Board of Health, in order to place <br /> anticipated revenues collected from the sale of compost bins which shall be used to purchase <br /> additional compost bins, and advertise the availability of such bins, and to establish the limit on <br /> expenditures from said account for Fiscal Year 1997 at $4,500. <br /> Motion passes at 10:29 pm. <br /> Article 15. <br /> To see if the Town will vote to raise and appropriate $10,000 to establish an Emergency Hazard <br /> Account for disbursement by mutual consent of the Board of Selectmen and the Board of Health <br /> to address unforeseen emergencies involving the public health of Mashpee residents, or take any <br /> other action relating thereto. <br /> Submitted by the Board of Health <br /> Explanation: This article seeks to make available funds to address unpredictable emergencies, <br /> such as,, but not limited to: groundwater contamination, hazardous materials spills, storm <br /> 'related public health concerns, etc. These funds would be immediately available to address <br /> emergencies in a very timely fashion. This account will be included in the Board of Health <br /> budget, however, no funds will be expended without the approval from the Board of Selectmen <br /> 9 <br />
