town departments continue to grow and expand, when contracts are settled, when position vacancies occur, <br /> when laws are updated and changed, etc. We have gradually assumed more and more responsibilities relating to <br /> personnel administration over the years. <br /> The Personnel Department is perceived as a support function. Our department is designed to help managers and <br /> employees do their jobs more effectively. On a day-to-day basis, we provide a full range of personnel <br /> responsibilities in several key functional areas and much more. <br /> The Personnel Administrative Clerk's role has grown to encompass: <br /> • maintaining employee files (centralizing files in personnel) <br /> • monitoring and tracking of attendance and leave usage <br /> • monitoring and tracking the performance appraisal process <br /> • advertising for town positions and collection of all applications <br /> • orientation of new employees <br /> • contract administration <br /> • distribution of town policies and procedures <br /> • assisting with fringe benefit administration <br /> • providing assistance in personnel matters to town personnel <br /> The demands on the department are difficult to meet with the current staffing of one part-time Administrative <br /> Clerk. Approval of this article will increase the hours of the current part-time position from 19 hours weekly to <br /> 37 1/2 hours weekly. <br /> Recommendation: Finance Committee recommends approval. <br /> Motion made by Ken Marsters. <br /> Motion: I move Article 9 be voted as printed in the warrant, with the exception of the phrase, "or take any <br /> other action relating thereto." <br /> Motion passes at 8:24 p.m. <br /> Article 10 <br /> To see if the Town will vote to create a full-time Floating Administrative Clerk position under the Clerical <br /> Union, Grade 2, Step 1, and further the Town vote to raise and appropriate or transfer from available funds the <br /> sum of $24,363, with said funds to be distributed as follows: $18,577 to the Personnel Salary/Wage Account, <br /> $5,481 to the Medical Insurance Account, $35 to the Group Insurance Account, and $270 to the Medicare <br /> Account, or take any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article funds a floating clerk position to rotate among the various Departments to provide <br /> administrative support. This position will be more economical than filling all of the additional staffing requests <br /> from Departments this year based on an increased flow of work. <br /> Recommendation: Finance Committee supports article being indefinitely postponed. <br /> 15 <br />
