Motion made by George Costa. <br /> Motion: I move Article 10 be indefinitely postponed. <br /> Motion to indefinitely postpone passes at 8:25 p.m. <br /> Article 11 <br /> To see if the Town will vote to create a 19 hour Children & Youth Services Librarian Position, Grade 10, Step 1, <br /> of the Personnel Administration Plan and further to raise and appropriate $14,372 to be distributed as follows: <br /> $13,350 to the Library Salary/Wage Account, $1,022 to the Medicare Account, or take any other action relating <br /> thereto. <br /> Submitted by the Library Board of Trustees <br /> Explanation: The library will be adding a part-time position, requiring specialized training in children's <br /> services, to provide library services to Mashpee's children. This position will be responsible for planning and <br /> implementing children's programs and will offer outreach services to local preschool programs like Mashpee <br /> Kid's Klub and Mashpee Head Start. The Library Director has been providing a limited amount of children's <br /> services, in addition to her many other duties. Story time for ages 3 to 7 has been offered, but children younger <br /> than 3 or older than 7 have needs which cannot be met with the current level of staffing. The need for this <br /> position was cited in the library's Long Range Plan of 1994 and was deferred for economic reasons. Continued <br /> growth in the number of children in town requires adding this position in FY 1999. <br /> The library currently has a staffing level of 3.4 full-time equivalents. The Library Director is the only full-time <br /> position at the library. A survey of Cape libraries documented that 12 towns have positions devoted to children's <br /> services. Many of these libraries have much smaller yearly circulations than Mashpee but have much larger <br /> staffs. In 1997, the Mashpee Library circulated 95,495 items and served an average of 1,094 patrons each week. <br /> Circulation over the last five years has increased 27%. The last increase in staffing was a part-time circulation <br /> position added in 1995. <br /> Recommendation: Finance Committee recommends approval. <br /> Motion made by Curtis Frye. <br /> Motion: I move Article 11 be voted as printed in the warrant, with the exception of the phrase, "or take any <br /> other action relating thereto." <br /> Motion passes at 8:31 p.m. <br /> Article 12 <br /> To see if the Town will vote to reauthorize a property tax work-off voucher system in which income eligible <br /> Mashpee residents perform services for the Town in exchange for compensation which can be used for the <br /> payment of property taxes, and reauthorize and appropriate $2,000 of the original $5,000 appropriation to the <br /> Council on Aging Property Tax Voucher System Account to fund such program for fiscal year 1999, or take any <br /> 16 <br />
