Article 17 <br /> To see if the Town will vote to raise and appropriate or transfer from available funds the sum of two thousand <br /> dollars ($2000) to the Domestic Violence Account; said sum to be expended by the Mashpee Police Department, <br /> or take any action relating thereto. <br /> Submitted by the Police Department <br /> Explanation: The Towns of Sandwich, Falmouth and Bourne have like articles being submitted at their town <br /> meetings. The Upper Cape Domestic Violence Coalition is a group of people that include police officers from <br /> the four towns, representatives from Falmouth Hospital, Bourne, Falmouth and Mashpee housing authorities, <br /> Cape Cod Center for Women, The Enterprise Newspaper, Falmouth District Court, Gosnold/Thorne Counseling <br /> Centers, Mashpee Wampanoag Indian Tribal Council and several other organizations. The Goal of the Coalition <br /> is to combat domestic violence on the Upper Cape and assist its victims. <br /> Recommendation: Finance Committee recommends approval. <br /> Motion made by Nancy Caffyn. <br /> Motion: I move the Town vote to raise and appropriate $2,000 to the Police Department Domestic Violence <br /> Account. <br /> Motion passes at 8:44 p.m. <br /> Article 18 <br /> To see if the Town will vote to authorize the Board of Selectmen to transfer by sale or lease, a two acre, more or <br /> less, portion of that Town-owned land shown on the 1997 Mashpee Assessors' Maps as Map 81, Blocks 18 and <br /> 21, approximately as shown on a plan entitled "Proposed Land Transfer to Mashpee Water District 5-98" which <br /> is on file in the office of the Town Clerk, to the Mashpee Water District and to authorize the Board of Selectmen <br /> to execute a deed or lease therefor on such terms as they shall deem proper, which shall make said transfer of <br /> land contingent upon funding by the Water District for the construction of a Water District office facility on the <br /> site; and further, vote that such land shall not be held by the Town as conservation land pursuant to the <br /> provisions of Section 5-27 of the Town By-Laws; and further, vote to authorize the Board of Selectmen to <br /> petition the General Court for special legislation authorizing such sale or lease, notwithstanding any provisions of <br /> the General laws to the contrary; and finally, vote to authorize the Board of Selectmen to enter into any <br /> agreements and execute any and all instruments as may be necessary on behalf of the Town to effectuate such <br /> conveyance, or take any other action relating thereto. <br /> Submitted by Board of Selectmen <br /> Explanation: This article would authorize the Board of Selectmen to lease or sell to the Mashpee Water <br /> District approximately two acres of land, from an 11 acre Town-owned parcel located on Route 28,just north of <br /> the home of Mr. Karl F. Mills and the Madaket Place office condominiums, for the purpose of constructing a <br /> Water District office building. <br /> Recommendation: Finance Committee recommends approval. <br /> 20 <br />
