Recommendation: Finance Committee recommends approval. <br /> Motion made by Curtis Frye. <br /> Motion: I move the Town vote to re-authorize the revolving Home Composting Bin Account through the Town <br /> Accountant's office in accordance with Massachusetts General Laws, Chapter 44, Section 53E 1/z to be expended <br /> under the direction of the Board of Health, in order to place anticipated revenues collected from the sale of <br /> compost bins which shall be used to purchase additional compost bins, and advertise the availability of such bins, <br /> and to establish the limit on expenditures from said account for Fiscal Year 1999 at $2,500. <br /> Motion passes unanimously at 9:29 p.m. <br /> Article 28 <br /> To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds $150,000 for the <br /> purpose of funding a study of nitrogen loading in the Popponesset Bay system entitled "Nutrient Management of <br /> the Popponesset Bay System: Phase I, Quantitative Assessment of the Nitrogen Loading Tolerances of <br /> Component Sub-Embayments" to be undertaken by the University of Massachusetts Center for Marine Science <br /> and Technology, and that to raise such appropriation, the Town Treasurer, with the approval of the Board of <br /> Selectmen, be authorized to borrow $150,000 in accordance with Chapter 44, Section 7 of the General Laws, or <br /> any other enabling authority, from the Massachusetts Department of Environmental Protection Revolving Fund <br /> Loan program for Water Pollution Abatement Projects or from any other source, and to issue bonds or notes of <br /> the Town therefore; and further that $400 be appropriated or transferred from available funds to the Issuance of <br /> Debt Account; and further that the Board of Selectmen be authorized to apply for and accept loan funding under <br /> said Revolving Fund Loan Program or grant funding from any other source toward the financing of said study, <br /> and to enter into contracts and agreements with any entities or persons and execute any and all instruments as <br /> may be necessary on behalf of the Town in connection with said study or funding, or take any other action <br /> related thereto. <br /> Submitted by Board of Selectmen <br /> Explanation: This article would provide funding for a detailed study of nitrogen loading tolerances of each of <br /> the sub-embayments of Popponesset Bay (i.e. lower Mashpee River, Shoestring Bay, Ockway Bay and <br /> Popponesset Bay proper), to determine the amount of nitrogen that each can handle while remaining healthy, as a <br /> basis for developing a plan for dealing with nitrogen loading sources within the watershed of each sub- <br /> embayment. <br /> Recommendation: Finance Committee recommends approval. <br /> Motion made by Ken Marsters. <br /> Motion: I move the Town vote to raise and appropriate $75,000 to the Nutrient Management Study account, <br /> with said funds to be expended with the approval of the Board of Selectmen for the purpose of funding a study <br /> of nitrogen loading in the Popponesset Bay system, and further that the Board of Selectmen be authorized to <br /> apply for and accept loan funding under the Massachusetts Water Pollution Abatement Trust Revolving Loan <br /> Program or grant funding from any other source toward the financing of said study, and to enter into contracts <br /> and agreements with any entities or persons and execute any and all instruments as may be necessary on behalf of <br /> the Town in connection with said study or funding and further to authorize the Selectmen to petition the General <br /> 28 <br />
