To do that, the permits that have expired need to be <br /> renewed, and that will require professional engineering services. <br /> Recommendation: The Finance Committee will make a recommendation at Town Meeting. <br /> Motion made by Selectman Dinizio. <br /> Motion: I move the Town vote to appropriate and transfer $15,000 from the Waterways <br /> Improvement Account to the Waterways Improvement Maintenance Account. <br /> Motion passes at 7:35 p.m. <br /> Article 13 <br /> To see if the Town will vote to provide for design, construction, construction administration and <br /> an analysis of remediation alternatives for the closure and capping of the Asher's Path sanitary <br /> landfill as required by the Department of Environmental Protection; and for said purpose and <br /> expenses incidental and related thereto the Town vote to appropriate and authorize the Treasurer <br /> with the approval of the Board of Selectmen to borrow $1,263,000 at one time or from time to <br /> time pursuant to Chapter 44, Section 8 of the General Laws, or any other enabling Authority, and <br /> to issue bonds or notes of the Town therefor, and further to raise and appropriate $500 to the <br /> Debt Issuance Account, and to authorize the Board of Health, acting through its Chairman, be <br /> authorized to apply for, accept and expend any state or federal grants or loans which may become <br /> available for this purpose, or take any other action relating thereto. <br /> Submitted by the Board of Health <br /> Explanation: In 1993 D.E.P. classified unlined, municipal landfills into four categories based on <br /> available information. The four categories are Significant Threat, Potential Threat, No Present <br /> Threat and Inconclusive Data. The Mashpee landfill originally was categorized as a significant <br /> threat, however, after providing D.E.P. with additional information, the landfill was reclassified as <br /> a Potential Threat. The D.E.P. initiated negotiations with Mashpee to arrange a landfill closure <br /> schedule, as a result, the Town was able to extend the life of the landfill to 1998.
