<br /> To see if the Town will authorize the Board of Selectmen to acquire, by purchase or otherwise,
<br /> for active recreation, conservation, passive recreation and / or other municipal purposes, all or a
<br /> portion of a certain parcel of land known as the `Belcher" or "Mingo" property, bounded
<br /> generally by Great Neck Road North, Ashers Path, Lowell Road, the Quashnet Valley Country
<br /> Club, Phinney's Road and William Mingo Road, shown on the 1998 Mashpee Assessors' Maps as
<br /> Map 44, Blocks 45, 46 and 58 through 84, Map 51, Block 3 and Map 52, Blocks 40 through 60,
<br /> and more particularly described as Parcels 1, 2 and 3 on a plan entitled "Topographic Plan of
<br /> Land in Mashpee, Massachusetts for Belcher Realty Trust" dated January 5, 1998, revised
<br /> January 12, 1998, by Baxter & Nye, Inc., a copy of which is on file in the office of the Town
<br /> Clerk; to raise and appropriate, borrow or transfer from available funds $9,410,000 for such
<br /> purpose and for the purpose of constructing a municipal golf course and recreational area on said
<br /> land, including expenses incidental and related thereto, and to raise such appropriation, the
<br /> Treasurer, with the approval of the Selectmen, be authorized to borrow $9,410,000 or any other
<br /> sum under and pursuant to Chapter 44, Sections 7, 8(16) and 8C and, if applicable, Chapter 40,
<br /> section 8C of the General laws, or any other enabling authority, and to issue bonds or notes of the
<br /> Town therefor; and further, to see if the Town will vote to raise and appropriate or transfer from
<br /> available funds to authorize the Board of Selectmen and/or other Town boards or commissions to
<br /> apply for and accept federal and/or state grants for such purpose, including reimbursement under
<br /> Chapter 132A, Section 11 of the General Laws, the "Self-Help Act" and / or Chapter 933 of the
<br /> Acts of 1977, as amended, the "Urban Self-Help Act", to enter into contracts or agreements with
<br /> federal and/or state agencies and other public or private entities or persons in connection with
<br /> such purchase; to authorize the Board of Selectmen to petition the General Court for any special
<br /> legislation convenient or necessary for such acquisition or the financing thereof, and to authorize
<br /> the Board of Selectmen and/or other Town boards or commissions to execute any and all
<br /> instruments as may be necessary on behalf of the Town to effectuate said acquisition; or take any
<br /> other action relating thereto.

<br /> Explanation: This article authorizes the acquisition of land and provides funding for the
<br /> development of a municipal golf course and recreational area for the Town.
<br /> Recommendation: The Finance Committee recommends approval.

<br /> Motion: I move that (i) the Board of Selectmen be and hereby is authorized to acquire, by
<br /> purchase or otherwise, for active recreation, conservation, passive recreation and / or other
<br /> municipal purposes, all or a portion of a certain parcel of land known as the `Belcher" or "Mingo"
<br /> property, bounded generally by Great Neck Road North, Ashers Path, Lowell Road, the Quashnet
<br /> Valley Country Club, Phinney's Road and William Mingo Road and shown on the 1998 Mashpee
<br /> Assessors' Maps as Map 44, Blocks 45, 46 and 58 through 84, inclusive, Map 51, Block 3 and
<br /> Map 52, Blocks 40 through 60, inclusive, and more particularly described as Parcels 1, 2 and 3 on
