private conservation trusts or other entities or persons in connection with the purchase <br /> of such land and its preservation for conservation and passive recreation purposes, <br /> including enforcement of conservation restrictions on the land; and finally, authorize <br /> the Conservation Commission and the Board of Selectmen to enter into agreements and <br /> execute any and all instruments as may be necessary on behalf of the Town to <br /> effectuate said acquisition, sale, transfer or preservation. <br /> Motion passes unanimously at 10:36 p.m. <br /> Article 35 <br /> To see if the Town will vote to amend the zoning by-law by amending Section §174-26 <br /> Growth Management, as follows: <br /> Subsection §174-26B Building Permit Limits to read as follows: <br /> Building Permit Limits: <br /> Notwithstanding the provisions of subsection A, within any year the number of new <br /> dwelling units for which building permits may be issued shall not exceed ninety (90), or <br /> take any other action relating thereto. <br /> Submitted by Petition <br /> Explanation: The Town currently has § 174-26 Growth Management Bylaw written <br /> to allow an escalating number of new dwelling units for which building permits may be <br /> issued each year. This amendment will convert the number of permits for new dwelling <br /> units to a fixed number each year. <br /> This will help ensure that the issuance of building permits for residential development <br /> occurs in an orderly and predictable fashion so that the Town can: <br /> Provide adequate municipal services and infrastructure improvements (schools, fire and <br /> police departments, traffic management, waste disposal, water treatment, etc.) <br /> To have time to deal with residential developments' effect on the Town's natural <br /> resources, environment, current watershed degradation and the overall quality of life of <br /> its residents. <br /> To allow the Town to implement financial strategies needed to deal with the impact of <br /> residential growth. <br /> The current number of permits issued in 1998 was three hundred and twenty (320) of <br /> which only approximately seventy (70) to one hundred and fifteen (115) were subject <br /> to this Bylaw. <br /> Motion to be made by Petitioner. <br />
