The <br /> Board ❑f Appeals shall hold a p <br /> public hearing thereon and render a de- <br /> cision.- They shall make rules for such hearings, and publish notice <br /> thereof. <br /> Section 9. Penalty. He shall be generallyin- <br /> formed as to the quality and strength of building materials h <br /> vailing methods of building construction good the pre- <br /> . � g practice �n fire preven- <br /> tion, the accepted requirements for safe facilities, and shall have a en. <br /> eral knowledge of the installation of plumbing, electric wiring g, ele- <br /> vators and other installations for the safety., comfort and convenience of <br /> occupants. He shall be capable of making the necessary examinations <br /> and inspections of buildings in the course of construction. He shall <br /> have any interest whatever, directly or indirectlyin th not <br /> facture of an material � e sale or manu� <br /> , process or device entering into or used in or in <br /> connection with building construction, and shall, not be engaged in <br /> building trades on his own account or as a contractor. the <br /> Para. 3.
