6:18 Town of Mashpee, 664 Great Neck Road South. Proposed reconfiguration of an existing NOI <br /> dock structure. <br /> Raul Lizardi-Rivera from Cape & Islands Engineering presented plans. Harbormaster Jeff <br /> Smith was present. <br /> Agent said Marine Fisheries has no comment. Jeff Smith said he has no comments to add, it <br /> does not interfere with navigation. Agent said this meets the performance standards, no other <br /> comments. <br /> Motion: Mr. Sweet moved to close and issue, Mr. Colombo seconded. <br /> Vote: 4-0 unanimous <br /> 6:21 Michael M. & Mary A. Oleksak, 18 Capstan Circle. Proposed demolition and reconstruction NOI <br /> of a single-family dwelling, septic system upgrade and hard scape/landscape modifications <br /> with mitigation plantings. <br /> David Michniewicz from Coastal Engineering presented plans. Angela Tanner, the <br /> landscaper, and Chris Harris, the project architect, was present. <br /> Agent read Board of Health comments. Project meets the performance standards, he thinks <br /> it's a really good planting plan. No other comments. <br /> Mr. Sweet asked what will be done to improve the septic system. Mr. Michniewicz said they <br /> will be using what the State calls an innovative alternative septic treatment system to provide <br /> secondary wastewater treatment to reduce BOD and reduce nitrogen. <br /> Motion: Mr. Sweet moved to close and issue, Mr. Colombo seconded. <br /> Vote: 4-0 unanimous <br /> 6:24 Nasr H. & Ludmilla K. Youssef, 27 Nehoiden Road. Proposed construction of detached NOI <br /> garage. <br /> D. Michael Ball from Marsh Matters Environmental presented plans. <br /> Agent read Board of Health comments. Delman, 368 Monomoscoy Road. Proposed demolition of existing NOI <br /> cottages and sheds and construction of single-family dwelling and garage with apartment <br /> above, septic system upgrade and hardscape/landscape modifications with mitigation <br /> plantings. <br /> Tim Santos from Holmes & McGrath presented plans. Maria Hickey from Maria Hickey & <br /> Associates Landscapes was present. <br /> Agent said this meets all performance standards. He likes the mitigation plan. <br /> Anne Dumas from 372 Monomoscoy Road is an abutter who called in with concerns about <br /> the easement and the access they will have during construction. Agent commented that we <br /> are well aware of the easement, we don't believe any part of this will restrict access to your <br /> property or any excavation will impact any water lines or utilities. Ms. Dumas was also <br /> concerned about mitigation, that she will get more flooding in her backyard, and also where <br /> will the water go? Mr. Sweet asked about dry wells. Mr. Santos said there are dry wells, and <br /> they are much larger than what is typically used. They have been sized accordingly, and this <br /> is a better solution that what currently exists.
