MINUTES <br /> SEWER COMMISSION <br /> THURSDAY, FEBRUARY 18, 2021 <br /> MASHPEE TOWN HALL <br /> 16 GREAT NECK ROAD NORTH <br /> MASHPEE, MA 02649 <br /> *Virtual / Remote Meeting* <br /> Call in #646 558 8656 <br /> Meeting ID #889 2980 6906 <br /> Passcode: 349986 <br /> Present: Tom Fudala, Mike Rapacz, Ken Dunn, Anne Malone, Joe Lyons <br /> Public: Anastasia Rudenko, Sara Greenberg, Andy Gottlieb, Howard Butler, Audrey Starbard <br /> 5:00 p.m. — Convene Meeting <br /> Chairman Fudala called the meeting to order at 5:OOpm. <br /> Approval of minutes: September 29, 2020 <br /> Motion: Mr. Dunn moved to approve the 9/29/20 minutes, Mr. Lyons seconded. <br /> Vote: 5-0 unanimous <br /> GHD WNMP Phase 1 Final Design project: <br /> - Project schedule and construction funding steps, Town Meeting articles <br /> GHD Presentation: <br /> Anastasia Rudenko's presentation reviewed the following topics: <br /> - Proposed final draft of WRRF Site Plan for 75% deliverables, comparison with Preliminary site <br /> plan design <br /> - New WRRF building plans and process layout vs. Preliminary plans <br /> - Buffer, fencing and landscape screening <br /> - Discussion of optional items <br /> - Update on field work <br /> - Pump station location issues <br /> Mr. Gottlieb wanted to clarify that Phase II is talking about the west side of town, specific to the <br /> Popponessett watershed, not the Waquoit side. Anastasia confirmed that was correct. <br /> Regarding access, Mr. Gottlieb asked if the Fire Chief was presented with the option of access <br /> along the fence line where trees have been cut. The answer was no. <br /> Mr. Fudala stated that the Fire Chief strongly preferred to go through Carleton Drive rather than <br /> the transfer station. <br /> Anastasia Rudenko & Howard Butler explained how the wastewater is used to heat and cool the <br /> buildings, in response to questions from the Commission. <br /> Mr. Rapacz asked what mechanism is used to distribute the effluent within the sand beds, <br /> Anastasia explained how gravity will act as that mechanism. <br /> Mr. Gottlieb asked how many pipes per sand bed, the answer was 1 single pipe per bed. He <br /> then asked why such a large disturbed area. Mr. Lyons explained that sometimes you need <br /> larger surface areas, Mr. Fudala said it's driven by DEP. Anastasia Rudenko confirmed they have <br /> to abide by the DEP regulations. Howard Butler explained that a smaller area actually would <br /> slow the process and create a need for more maintenance. <br />
