Mr. Gottlieb asked how frequently a bio-solid truck would have to come, Mr. Lyons said not very
often, maybe every 10-15 days. Mr. Fudala said roughly the same amount as the facility at
Mashpee Commons. Howard Butler said worst case, at the heaviest flow, it would be not quite 2
times per week.
Mr. Gottlieb asked if they will be using native species of plants in the buffer. Anastasia said yes,
they are looking at native and low maintenance plants.
Anastasia Rudenko explained how add alternates give some flexibility in bidding. Solar panels
and additional tankage have been discussed as add alternates for this project. In this case, the
additional tankage for this would result in an additional $2.5 million. Mr. Gottlieb said he's a little
hesitant to build the additional tankage now, since we're hopeful not to go past Phase II. To
add more tanks now that we may never use because it's cheaper than doing it later doesn't
make as much sense. A middle road seems prudent, it really is an issue of where you are now
in the cost estimate process.
Mr. Gottlieb recommended we look into the lease vs. purchase options for solar panels.
Commission vote on WRRF Site Plan
Motion: Mr. Lyons moved to accept this presentation to indicate acceptance of work
to date, Mr. Rapacz seconded.
*Mr. Rapacz withdrew his second*
Motion: Ms. Malone moved to approve the WRRF Site Plan, Mr. Rapacz seconded.
Vote: 4-0-1 motion passed
Discussion of proposed funding of grinder pumps, house connections
Mr. Fudala explained the issue is who bears the costs of the connection from the street to the
house. The Selectmen and Finance Committee agreed the Town should pay the cost of the
grinder pumps where needed. The Commission agrees.
Homeowners would be responsible for the remaining cost of connecting to the street, the Septic
Loan Program may be able to be used to subsidize the costs.
Another point of discussion is if the Town should be doing the actual connections to the house
for the following reasons:
-potential price break
-homeowners don't have to find contractors
-assured the work is done properly
-we know where the line is
Mr. Lyons said there are a lot of liabilities that other towns have avoided by not doing that.
Other items not reasonably anticipated by the Chair
Adjournment
Motion: Mr. Lyons moved to adjourn, Mr. Dunn seconded.
Vote: 5-0 unanimous
Meeting adjourned at 7:06pm.
Respectfully Su,mitted,
atr'eain g
Board Secretary
