Tou�n of Mashpee <br /> 16 Great JVeck&ad JYorth <br /> �y <br /> ZU Maslipee,Massachusetts 02649 <br /> Mashpee Conservation Commission Minutes <br /> Thursday, November 12, 2020 <br /> Mashpee Town Hall <br /> 16 Great Neck Road North <br /> Ockway Meeting Room <br /> Virtual/Remote Meeting <br /> 508-539-1400, extension 8585 <br /> Broadcast Live on Local Cable Channel 18 <br /> Streamed live on the Town of Mashpee website: https://www.mashpeema.gov/channel-18 <br /> Present: Paul Colombo, Tom O'Neil, John Swartzbaugh, Steve Cook, Chad Smith, <br /> Brad Sweet, Brian Weeden <br /> CALL MEETING TO ORDER: Chairman Chad Smith called the meeting to order at 6:00 p.m. <br /> PRE/POST-HEARING AGENDA: <br /> • Vote: Approval of Minutes 1/9, 1/23, 2/13, 3/12, 4/23, 5/14, 5/28, 6/25, 9/24 <br /> Motion: Mr. Cook moved to approve the 1/23/20 minutes, Mr. Sweet seconded <br /> Vote: 2-0 unanimous <br /> Motion: Mr. Cook moved to approve the 3/12/20 minutes, Mr. O'Neil seconded <br /> Vote: 3-0 unanimous <br /> Motion: Mr. Cook moved to approve the 4/23/20 minutes, Mr. Sweet seconded <br /> Vote: 4-0 unanimous <br /> Remaining minutes tabled until after the hearings. Mr. Cook left the meeting. <br /> • Discussion/Vote: Town Meeting Warrant article: Acquisition of Gooseberry Island <br /> Mr. Smith read a statement he prepared regarding Gooseberry Island, the Tribe's lawsuit <br /> regarding Gooseberry Island, and member Brian Weeden's memberships with the Tribe and <br /> the Conservation Commission. He stated Brian is an important and much needed link between <br /> the Tribe and the Town, but that also provides an opportunity for the opposing attorney to <br /> claim there's a conflict of interest and discredit the Commission. He asked that if Mr. Weeden <br /> agrees the Commission will support the plan to acquire Gooseberry Island and put it in <br /> Conservation, he would recuse himself from tonight's vote. Mr. Weeden said he would like to <br /> recuse himself, but at some point would like to speak with the group privately regarding his <br /> position and communication from the State's Ethics Committee. It was noted that an Executive <br /> Session would be requested at a future meeting. <br /> Agent confirmed that Mr. Weeden was recusing himself from this vote, Mr.Weeden confirmed. <br /> Motion: Mr.Sweet moved to endorse the Town's plan to acquire Gooseberry Island to <br /> put into Conservation. Mr. Colombo seconded <br /> Vote: 5-0 unanimous <br /> HEARINGS: <br /> 6:00 John R. Ghublikian, Jr. & Maureen A. Ghublikian, 140 Summersea Road. Proposed NOI <br /> modifications to existing pier, ramp and float. <br /> Raul Lizardi from Cape & Islands Engineering presented plans. Agent said this is pretty <br /> straightforward.
