Agent said he <br /> and Mr. Colombo were on site. The only applicable area of jurisdiction is land subject to <br /> coastal storm flow. There was some concern of runoff making its way towards the road. We <br /> wanted clarification of runoff, if it's going to be an issue and if so, how it would be handled. <br /> Mr. Colombo added that across the street there is a large depression, if there were to be a <br /> sheet flow, there would be an invasion of runoff water into someone else's property. <br /> Chuck Rowland he's happy to incorporate something like a trench drain. <br /> Agent said we could condition to control runoff to surrounding properties if the Commission <br /> approves. <br /> Mr. Sweet said we also need to talk about capturing drainage off of Popponessett Island <br /> Road. <br /> Chuck Rowland said they are pitching away from Popponessett Island Road. <br /> Mr. Sweet said the issue is that it's a large impervious surface pitched towards a neighbor <br /> which the by-laws prohibit. The concern is runoff to Popponessett Island Road, which is a <br /> very fragile road in the first place. <br /> Chuck Rowland said they could pitch it towards the existing garage if that's the issue. <br /> Mr. Sweet said that will be a challenge. It's not a small problem. <br /> Chuck Rowland said they are at elevation 12, groundwater would be at elevation 3, so as long <br /> as they put in a shallow flow diffuser with crushed stone around it, we would have ample drain <br /> storage. <br /> Agent said we can issue with a condition. <br /> Mr. Smith asked if the Commission was comfortable with a condition, or would they rather see <br /> a plan before they approve. <br /> Mr. Sweet said that he is comfortable seeing a plan before we issue anything. <br /> Mr. Colombo wanted to see figures of how much water we are actually taking about. Will a <br /> diffuser handle that, or do we need dry wells? <br /> Chuck Rowland said a 1" rain event would be 60 cubic feet of water. A flow diffuser would <br /> have more than enough capacity especially with stone around it. <br /> Mr. Colombo asked about if we had a 5" event. <br /> Chuck Rowland said that would be huge, over a hundred year storm. You have to plan for <br /> the average. <br /> Agent agreed that the expectation is dealing with the average, and not the hundred year <br /> storm.
