Collins was in attendance with Selectman Andrew R. Gottlieb to <br /> review inquiries made by the Finance Committee regarding the wastewater project scope and the <br /> opinion of probable costs associated to Phase 1 of the Wastewater Plan, <br /> GHD Proposal Questions (2021-03-17) <br /> 1) What is meant by "75% design"? <br /> a. Is the cost estimate 75% of design or 75%of the build? <br /> This is a design milestone for the engineer to provide a level of detail/specifications for <br /> the design documents to include an allowable cost estimate. <br /> b. Does that mean the cost "opinions" are based on something less than the entire <br /> design? <br /> Opinions are based on the entire project design. <br /> c. How much of the project would be complete at 75%? <br /> d. What is the estimated cost of the other 25% given increased inflation as we go <br /> forward? <br /> 75%. As the project moves forward there may be substantial increases related to bidding <br /> and labor challenges during COVID-19. This is assumed with design, inflation,the cost <br /> of materials and the work environment. Detailed assessments such as the layout of <br /> existing utilities may conflict with piping infrastructure that is planned. Cost efficiencies <br /> are continually reviewed. <br /> 2) What distinguishes Section A (not included) from Section D? <br /> a. There was talk of omitting Town Hall from the original plan...perhaps that is "A"? <br /> b. Originally Town Hall and other areas were included in phase 1. That does not <br /> look like the case now. Why is that? <br /> The original scope included piping from the Transfer Station to the Town Hall. Service <br /> Area A has been omitted from the initial scope and it is unlikely this area would be built <br /> as originally considered due to cost effectiveness. This is a small service area with <br /> approximately 45 connections encompassing 9% of the total project. Site utilities within <br /> the area would require deeper digging resulting in higher costs an estimated$12 million <br /> for this area. Service to the east of Area A is better served to capture more homes. <br />
