6 <br /> Finance Committee <br /> Minutes <br /> March 18, 2021 <br /> APPOINTMENTS & HEARINGS <br /> Town Manager Rodney Collins or other town officials to address GHD quote and questions from <br /> Finance Committee members: (continued) <br /> 3) How many homes would be covered in the first phase at this point? <br /> By eliminating Service Area A, the service connections were reduced from 485 to 440. <br /> This includes condominium complexes which count as 1 service connection. <br /> 4) How does this report of the homes and areas being sewered in phase 1, differ from the <br /> 2017 final phase plan on the town website? <br /> The original scope of the project in 2017 was defined with the treatment plant and piping. <br /> The new scope constructs a modular unit for expansion with broadened sewering. <br /> 5) Explain the potential consequences of the $54MM estimates based on "midpoint of <br /> construction in 2023 dollars". <br /> I understand this is a hedge against inflation and any number of other factors. But it's more <br /> helpful to have the estimates (even in TODAY's dollars) of the entire project. <br /> a. Which of the two amounts,the $54 million or the $51.1 million will the voters be <br /> approving? <br /> b. What is the impact of the $54M on the taxpayers as opposed to the $89.00 <br /> increase the average taxpayer would see with the originally estimated $51.1 <br /> million price tag? <br /> It was explained when the project was considered it was $50 million. It has grown from <br /> $51.2 million to $54 million in Phase 1 with contingency is built into the project. If the <br /> initial phase is deferred the cost may escalate to $58 million. The emphasis in Phase 2 <br /> would be for additional sewer collection,however it would be a different project and the <br /> bidding environment is currently unknown. <br /> The treatment plant in Phase 1 will be sufficient for 3 additional phases of work. The <br /> design is modular. The actual treatment would occur underground in a series of concrete <br /> tanks. In Phase 1, (1)tank is included in the estimate with an option to build an <br /> additional tank as in Phase 2 an underground chamber is required. The options also <br /> include constructing additional tanks for Phase 3 and Phase 4 as there may be savings and <br /> limited neighborhood disruption to accelerate this project. The cost is approximately <br /> $439,000 for an additional tank. <br />
