Katelyn Cadoret; Application: <br /> Purchase of Active Cranberry Bog and Surrounding pland for Freshwater Wetland Restoration <br /> and Water Quality Improvement of Santuit Pond: (continued) <br /> After discussion, the CPC agreed to move forward with the appraisal with funding to derive from <br /> the Legal and Engineering Expense Account of the Community Preservation Committee, and to <br /> prepare an article for the May Special Town Meeting warrant to purchase the property with a not <br /> to exceed sum to be based on an appraisal and negotiation. <br /> Motion made by Mr. Larkin to approve and recommend to the May 2020 Special Town <br /> Meeting the purchase of the Active Cranberry Bog and Surrounding Upland Project for <br /> Freshwater Wetland Restoration and Water Quality Improvement to Santuit Pond subject <br /> to; an appraisal of real property and negotiation to the satisfaction of the CPC by the Town <br /> Manager, and the explanation of the water withdrawal rights under MGL Chapter 21. <br /> Funds shall derive from the CPA Budgeted for Appropriation Reserve. <br /> Motion seconded by Ms. Waygan. <br /> VOTE: Unanimous. 9-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mr. Hyde,yes Mrs. Thayer,yes Mr. Halpern,yes <br /> Mr. Larkin,yes Ms. Waygan,yes Mr. Harsch,yes Mr. Smith,yes <br /> Ms. Barbee,yes Opposed, none <br /> NEW BUSINESS <br /> Review& Possible Action on proposed Reduction of the CPA fiom 3%to 2%: <br /> In an effort to support the matter of wastewater, the Community Preservation Committee <br /> revisited the proposal of the Board of Selectmen to reduce the CPA tax from 3%to 2%. The 1% <br /> reduction would be incorporated into the proposed new assessment, the Wastewater <br /> Infrastructure Investment Fund (WIIF)to be funded at 2%. The result is a net increase of 1%to <br /> the taxpayer. <br /> The concept was introduced and approved in the Town of Sandwich as a mechanism to fund <br /> wastewater quality projects. <br />
