7 Community Preservation Committee Minutes January 23, 2020 APPOINTMENTS & HEARINGS Mashpee Conservation Department Andrew McManus. Katelyn Cadoret; Application: Purchase of Active Cranberry Bog and Surrounding pland for Freshwater Wetland Restoration and Water Quality Improvement of Santuit Pond: (continued) After discussion, the CPC agreed to move forward with the appraisal with funding to derive from the Legal and Engineering Expense Account of the Community Preservation Committee, and to prepare an article for the May Special Town Meeting warrant to purchase the property with a not to exceed sum to be based on an appraisal and negotiation. Motion made by Mr. Larkin to approve and recommend to the May 2020 Special Town Meeting the purchase of the Active Cranberry Bog and Surrounding Upland Project for Freshwater Wetland Restoration and Water Quality Improvement to Santuit Pond subject to; an appraisal of real property and negotiation to the satisfaction of the CPC by the Town Manager, and the explanation of the water withdrawal rights under MGL Chapter 21. Funds shall derive from the CPA Budgeted for Appropriation Reserve. Motion seconded by Ms. Waygan. VOTE: Unanimous. 9-0. Roll Call Vote: Mr. Gottlieb,yes Mr. Hyde,yes Mrs. Thayer,yes Mr. Halpern,yes Mr. Larkin,yes Ms. Waygan,yes Mr. Harsch,yes Mr. Smith,yes Ms. Barbee,yes Opposed, none NEW BUSINESS Review& Possible Action on proposed Reduction of the CPA fiom 3%to 2%: In an effort to support the matter of wastewater, the Community Preservation Committee revisited the proposal of the Board of Selectmen to reduce the CPA tax from 3%to 2%. The 1% reduction would be incorporated into the proposed new assessment, the Wastewater Infrastructure Investment Fund (WIIF)to be funded at 2%. The result is a net increase of 1%to the taxpayer. The concept was introduced and approved in the Town of Sandwich as a mechanism to fund wastewater quality projects.
