8 <br /> Community Preservation Committee <br /> Minutes <br /> January 23, 2020 <br /> NEW BUSINESS <br /> Review&Possible Action on proposed Reduction of the CPA from 3%to 2%: (continued) <br /> The issue of reducing the annual CPA surcharge was debated. To maintain the 3% rate leverages <br /> more funding from the State, especially in the third round of funding. CPA monies also support <br /> open space initiatives and therefore CPA funds can be considered as wastewater money. <br /> Additional alternatives to fund wastewater include the hotel/motel tax and funding from the Cape <br /> & Islands Water Protection Fund as well as State financing with 0% loans. The cost projection <br /> for Phase I is $53 million. In the second and third phase of wastewater the assumption is $53 in. <br /> for each respective phase. <br /> With a 1%reduction, CPA figures would decrease from $1.4 million to approximately$900,000. <br /> With the final payment of the $2.6 in. in CPA debt in 2026 additional funds would be available <br /> to support community preservation. Currently there is $6 million in the CPA general fund. <br /> Motion made by Mr. Harsch to support the Board of Selectmen's recommendation for a <br /> reduction in the CPA surcharge from 3% to 2% and the creation of a WIIF at 2% <br /> provided the WIIF at no more than 2% passes at Town Meeting, and further if the WIIF is <br /> created and no longer required, the CPA surcharge would revert to the standard 3%. <br /> Motion seconded by Ms. Waygan. <br /> VOTE: Unanimous. 9-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mr. Hyde,yes Mrs. Thayer,yes Mr. Halpern,yes <br /> Mr. Larkin,yes Ms. Waygan,yes Mr. Harsch,yes Mr. Smith,yes <br /> Ms. Barbee,yes Opposed, none <br /> Mr. Harsch excused himself from the meeting. <br />
