5 <br /> Community Preservation Committee <br /> Minutes <br /> January 14, 2021. <br /> APPOINTMENTS & HEARINGS <br /> Review Discussion&Possible Action on the following CPC Application proposed for the May <br /> 2021 Town Meeting: (continued) <br /> Ms. Cadoret indicated the parcel and acquisition thereof is consistent with Mashpee Local <br /> Comprehensive Plan(LCP) and Open Space Conservation and Recreation Plan to preserve open <br /> space to protect wildlife habitat and natural resources. The acquisition would also provide for <br /> outdoor recreation activities, enhance agriculture activities, preserve wetlands, water quality and <br /> enhance coastal access. <br /> The island is surrounded by a shellfish aquaculture grant managed by the Mashpee Wampanoag <br /> Tribe, Acquiring Gooseberry Island as open space will prevent development of the island, and <br /> restore water quality in this environmentally sensitive area. Gooseberry Island lies within the <br /> mapped acquisition of the Mashpee National Wildlife Refuge. <br /> Shellfish aquaculture is also susceptible to development impacts which includes nutrient loading <br /> from onsite septic systems. If Gooseberry Island was to be developed, combined impacts from <br /> the clearing of land and installation of onsite septic system(s), impervious surfaces and <br /> lawn/fertilizer usage would result in further impacts to the waterbody that is suffering now from <br /> nutrient loading and eutrophication. <br /> The comments provided by the Assistant Conservation Agent dated January 14, 2021 are <br /> included in the official Town Clerk's Copy of this document. <br /> A vote of approval would authorize the Town of Mashpee to acquire the property by gift, <br /> purchase and/or eminent domain taking pursuant to M.G.L. Ch. 79. <br /> Members of the Community Preservation Committee gave input to the proposal. <br /> Ms. Waygan voiced support to the acquisition. The property with an envisioned trail system <br /> would be accessible to the public by kayak or canoe. It was noted that Ms. Waygan is the <br /> Planning Board representative to the CPC, and the Planning Board is generally supportive of the <br /> proposal <br /> Conservation Commission Chair Chad Smith is in favor of the proposal. There are a number of <br /> merits vital to the future of Mashpee for wastewater and for the preservation of habitat. The <br /> purchase is a win-win for the Town of Mashpee. <br />
