3 <br /> Finance Committee <br /> Minutes <br /> November 5, 2020 <br /> NEW BUSINESS <br /> Presentation from Town Manager <br /> Town Manager Rodney C. Collins updated the Finance Committee on several matters of <br /> significance as follows; <br /> In preparing for the upcoming budget for Fiscal Year 2022 Department Head meetings are <br /> anticipated to be held on December 7, 8, and 9 respectively under normal business hours. Based <br /> upon the availability of the Finance Committee liaisons and members of the Finance Committee <br /> and Board of Selectmen who wish to attend the budget review sessions, schedules would be <br /> accommodating and be held during the early evening hours. The FY22 Budget book and <br /> meeting timeline is being prepared for dissemination next week. <br /> Through the Cares Act due to expire on December 31, 2020,the Town of Mashpee has received <br /> $1.2 million in COVID-19 reimbursement funds. To date $924,634 has been expended. This <br /> includes a portion of the School Department's reimbursement expenditures. The Finance <br /> Committee requested a breakdown of COVID-19 reimbursement costs for both the Town and <br /> Schools and the potential to carry over Cares Act funds if unexpended. <br /> Through a vote of the legislative body, Town Meeting, the proposed reduction to the Community <br /> Preservation Act and passing of the Municipal Water Infrastructure Investment Fund (WIIF) was <br /> supported. Both articles require the passage of additional questions on the Town Election Ballot. <br /> The CPC ballot question was noted to have passed, however the WIIF did not pass by (3) votes. <br /> At this time, the Town of Mashpee is awaiting official certification from the Town Clerk. In the <br /> event the WIIF does not pass, projections in terms of revenue and funding sources for water <br /> infrastructure will be responsively addressed. <br /> This year the Town conducted an online auction for certain surplus items and successfully gained <br /> $60,000 for the sale of items deemed of little to no value to the Town of Mashpee. <br /> In accordance with the mandates of the Town Charter, the Finance Committee is charged with <br /> selecting an auditing firm. The current audit with Clifton, Larsen&Allen is due to expire in <br /> June of 2022. Town Manager Rodney C. Collins requested the Finance Committee begin the <br /> review and selection process to ensure the scope of the Town Audit is inclusive of past practices <br /> and of the Town's finances. Town Manager Collins offered professional advice and counsel if <br /> required and would appropriately schedule the Finance Director and/or Town Counsel for <br /> consultation. The last auditing contract was awarded for a three-year term. It was agreed the <br /> Finance Committee would review this matter at their December meeting, and obtain technical <br /> advice regarding the scope of work required for the audit. <br />
