WATER QUALITY Don MacDonald testing has not been able to schedule a presentation on past results <br /> with Dr. Brian Howes. <br /> Barnstable County Coastal Resources Ashley-There is an upcoming Barnstable County Coastal <br /> Resources meeting set for January 20, 2021. <br /> Sewer Commission: Nothing to report <br /> Public Access: All current issues are noted and being addressed as noted above under Information <br /> Session. <br /> Waterways Improvement Plans: Ken reported that he was not at the last meeting of the County Coastal <br /> Resources Committee but understands that the County will go back to review their dredging cost numbers <br /> and will release at a later time. Release of the revised Town Costswill probably be in 2022 to give time <br /> for towns to adjust their budgets. <br /> Ken also reported that the Woods Hole Group has submitted a plan for an improved Poppy Approach <br /> Channel. They have done the engineering and are now in the permitting filing process and aggressively <br /> working to get the various agencies to approve. <br /> LGIGR Expansion Project: <br /> BSC has completed the chemical analysis of the borings. They did not find anything of concern and <br /> do not think anything in the analysis will be a concern to the State. <br /> There is concern over 2 issues uncovered in the borings: silt and peat. Silt is an issue because it <br /> makes the hydraulic dredge inefficient and is difficult to dry the sediment. Peat is a bigger issue as it <br /> tends to hold a lot of silt but more importantly it clogs up the hydraulic dredge head and the County <br /> likely would not want to risk that. That will force us to think about using a mechanical dredge for this <br /> project. <br /> Additionally, some of the targeted dredge areas need only 6"to P to be dredged <br /> The project is now at a point where we need to make a decision on the scope,which will impact the <br /> permitting application. <br /> The potential BUD site we have learned is in"Zone 2"and the DEP/Water Quality certification body <br /> tend not to allow the disposal of any salt water based dredged materials to be stored or deposited This <br /> will need to be resolved with the Town. We will likely have to identify other possible BUD sites. <br /> Next Steps: <br /> BSC will put the core sample analysis on a special required spread sheet so we can look at our dredge <br /> plan sample by sample to better understand the impact of the silt and peat deposits. <br /> Based on above we will need to determine any changes to scope <br /> A ZOOM call will be schedule for next week with BSC to review and discuss next steps. <br /> Gregg Fraser added to Dick Noonan's report by reporting that Falmouth is looking at dredging their <br /> Town channel 600' north & south of buoy#5 to address some shoaling that is developing. He noted that <br /> they will likely have disposal issues for this site as well and it is very unlikely the dredge materials will be <br /> suitable for beach nourishment. This project would intersect with our LR/GR Channel expansion project <br /> and Gregg suggested that we should consider joint application through"Mass Works" for a 50/50 grant <br /> from the State. Follow up on this suggestion will be done. <br />
