Chapter, Ms. Waygan stated that the Cape Cod Commission had been charged with assisting <br /> with the development of affordable housing and had recently updated their Local Comprehensive <br /> Plan guidelines, The Cape Cod Commission indicated that the Housing Production Plan could <br /> be used for the Housing Chapter in the LCP, so Ms. Waygan was present to inquire about the <br /> possibility. <br /> Chairman Isbitz indicated that there was a timing issue. The HPP was due next year, but the <br /> Chair had been advised by Phil DiMartino at DHCD that a minimal updated could be delivered, <br /> with data from the census added later. The Chair suggested that the update could be available <br /> July 2020, to be considered by the Planning Board, approved by the Town and forwarded to <br /> DHCD, <br /> Ms. Waygan, who works as the Affordable Housing Program Administrator for Yarmouth, <br /> provided a copy of their Zoning Bylaw, featuring inclusionary zoning, Ms. Waygan described <br /> inclusionary zoning options, not currently in Mashpee's Bylaw, recommending 10% which <br /> would provide one affordable unit for every 10 market rate units, plus a bonus unit. Mashpee's <br /> Cluster Subdivision Bylaw and Open Space Incentive Bylaw did require affordable housing with <br /> 10% of bedrooms. In Yarmouth,there was a provision to provide affordable housing on site or <br /> off site, or fee in lieu. Ms. Waygan did not recommend affordable lots. <br /> The Chair expressed concern about 10% as Mashpee had approximately 300 more units to build, <br /> with limited lots available for building. Mashpee was currently at 5.2% affordable, but if the 20 <br /> moval "I R.,Mashpee Commons units qL)pLoyed�bthe the but not�buil�clare r�qLnpye(l from <br /> the State Housing Inventory, it would reduces the percentage of affordable units in Mashx)ee rate <br /> to 4.9%. The Chair suggested a hi gher percentage 12% of to 15% would be hetpful in <br /> reaching Mashpee's 10% goal. Ms. Waygan referenced a density chart and the possibility of <br /> increasing the rate with more multifamily apartments bUildin_gs. dt4i-s-i-ty, Ms. Waygan also <br /> noted that the Cape Cod Commission's technical bulletin requiring affordable housing had been <br /> removed, so it was time for Mashpee to consider the matter further. Ms. Waygan stated that <br /> Yarmouth had received one cash payment, anticipated another cash payment and with 15 acres <br /> just sold, anticipated three affordable units. Ms. Waygan recommended providing flexibility for <br /> developers with options, Ms. Waygan added that the Planning Board would be reissuing their <br /> survey in preparation for the LCP. <br /> Proposed 2020 Meeting Schedule-There was clarification regarding the meeting <br /> schedule for 2020 and there was acceptance among Committee members <br /> MOTION: Mr. Willard made a motion to adopt this as their meeting schedule for 2020. <br /> Mr. Abbott seconded the motion.
