Mary Waygan, Planning Board Chair, who was present at the ineetWgstated that the Affordable <br /> Housing Trust was established by Town Meeting by General Bylaws or Charter. The Affordable <br /> Housing Trust had been meeting sporadically and were recently awarded Community <br /> Preservation Act Funds. The Declaration of Trust was recorded prior to the Town Meeting vote, <br /> in order to legally accept funds. Ms. Mayfield stated that the neighborhood was unaware of the <br /> project until the land was moved into the Trust. <br /> Mr. Lehrer invited the neighbors to meet him in his office if more information was needed. <br /> The Chair proposed inviting the developer to present their proposal to interested neighbors once <br /> the development agreement was executed. There was consensus from Committee members that <br /> it would be a good idea. There was discussion about reaching out to the new reporter from the <br /> Enterprise to ensure their attendance at future meetings, <br /> Main Street Village-Mr. Lehrer reported that there were two affordable homeowner <br /> units listed at market rates. Discussion with Town Counsel has determined that the homeowners <br /> were exercising their rights as the deed riders were now null and void. The homeowners were <br /> now allowed to offer their properties at market rate because they were unable to acquire an offer <br /> for an eligible purchaser within 6 months and the Town did not exercise its right of first refusal. <br /> The Trust met to discuss the matter and asked the Town to inquire further about purchasing the <br /> properties, since any value received by the seller greater than the maximum multiplier of the <br /> rider, would be given to the Trust for the purposes of affordable housing. Mr. Lehrer did note <br /> that the rider was in conflict with the permit,which required that affordable units remain in <br /> perpetuity. Should the Town purchase the units, Although Mr. Lehrer suggested the possibility <br /> of turning them into rentals,the permit stated that the units needed to remain homeowner units. <br /> The Chair suggested that renters in a condominium were not ideal and Mr. Lehrer agreed that it <br /> was not feasible. Mr. Lehrer stated that the Trust would be meeting again to consider the matter <br /> further, and had considered that the cost of acquiring the units could be less than the per unit cost <br /> at 950 Falmouth Road. <br /> Mashpee Commons-There was no update. <br /> Wampanoag Village-The Chair followed up with Mr. Lehrer and recommended the <br /> Town submit the application to SHI. <br /> Habitat for Humanity-Mr. Abbott reported that there were a number of people who <br /> attended the Habitat meeting for the lottery, and expected 50 applicants for the two units. The <br /> lottery for the home at Great Neck North was expected in January or February. <br /> 243 Cotuit Road-Mr. Abbott reported that Mr. Pena had applied for $500,000 from the <br /> CPC for his project, but the request had been declined. <br /> NEW BUSINESS <br /> Updating the AHPP & the Mashpee Comprehensive Plan-Planning Board Chairman, <br /> Mary Waygan and Planning Board Member, Jack Phelan, were present to discuss the Planning <br /> Board's efforts to update Mashpee's Local Comprehensive Plan, which included a Housing <br />
