Minutes Mashpee Waterways Commission
Mashpee Town Hall
16 Great Neck Road North
Mashpee, MA 02649
Date: 5/11/2021
Chairman Ken Bates convened the meeting at 9:01 am via a Zoom conference call that he
originated from Mashpee Town Hall.
Attendees: Ken Bates, Don MacDonald, Tim Leedham, Al Wickel, Gregg Fraser, Dick Noonan.
Also present: Ashley Fisher, Jeff Smith, Catherine Laurent
Absent: Steve Mane
Minutes:
The Following minutes were approved: The regular session of Tuesday January 12, 2021.
Motion to Approve made by Don MacDonald, seconded by Gregg Fraser. Unanimously
approved by all those present.
Appointments &Information Sessions•
Ashley Fisher provided an update on the Ockway Boat ramp relative to the large holes that
developed at the end of the ramp due to boat power loading. This required the hiring of
Lawrence Lynch to scrape the area and fill in the holes. Ashley requested funds from the MWC
to pay for the work and presented a bill for$1628. Ken noted that MWC has the funds in its
Dredging & Engineering fund. Don MacDonald made a motion that we approve the transfer of
funds on pay for the work completed. Al Wickel seconded the motion and it was unanimously
approved by all those present. Ken will advise Terry Cook of the action.
Catherine Laurent followed by providing an update on a project DPW is initiating to replace the
Ockway Bay Ramp. Catherine explained that initially they thought that adding a Scour pad to
the bottom of the ramp would be sufficient but after further review it was determined that the
current ramp needs to be replaced. DPW working with DNR has filed an application to the
Community Preservation Fund for$425,000 to fund this project. The hope is that CPC will
approve the application and funds will be approved at the October Town Meeting and work can
commence shortly thereafter. Meanwhile, to expedite the process DPW and DNR have filed an
amendment on a pending Chapter 91 license for propagation floats to include the installation
of the scour pads. Further discussion is needed on this project to determine what if any
assistance MWC can provide.
Communications&Correspondence:
Ken noted that he has received notification of 7 proposed waterfront improvement projects. He
will create a list and review with Jeff Smith. Jeff did note that he has provided Harbormaster
input to all the projects he has received to date.
Old Business:
Harbormaster Repo
Jeff reports the office has been very active. All buoys have been placed in the water. The office
purchased 11 new buoys this off season and at this time 75% of our Town buoys are new. Jeff
