Mr. Thomas reached out to Ken Bates after the last meeting. He said they have not given up on dredging
the Maslipee Rivet-, there is other stuff involved(legal, health, etc...), but they are actively looking for a
location to take the spoils to dry. People are listening right now, that's a positive thing. He recommended
we call Wayne Taylor.
Wayne Taylor said lie's thrilled that we're interested in this and loves the idea of a taskforce. He's going
to talk to Rodney Collins and get the ball rolling. It was a great conversation and Mr. Thomas will update
once he hears back from them.
Mr. McElligatt said lie spoke with Drew McManus and Conservation identified a depression that seems
like it will take the spoils from dredging the upper region of the Mashpee Rivet-. Any Conservation land
used for another purpose must go to the State level for approval, the likelihood of approval to put spoils in
Mashpee woodlands was next to zero a few years ago. Drew couldn't see the impact dredging the tippet-
river would make, Rick York didn't think there would be any impact to shellfish.
Drew McManus likes the idea and suggested the marsh islands in the river as a possibility to use the
spoils that could contribute to the habitats. He wants to be a part of the discussion.
Mr. McElligatt said the Town is really pushing to increase our water quality, the momentum is there.
2: Shellfish Mitigation Assessment for Docks/Piers/Floats
Mr. McElligatt spoke with Drew McManus about mitigation. Drew put in the request to Town Council,
to find out if it's a by-law or regulatory change to put a fee in for permanent Structure with land over
shellfish. Using the Town of Dennis' model as an example, it takes into consideration different things
(pilings, shade that would be cast, etc...). Each is assigned a point value that Would become a monetary
figure. That money would go to a mitigation fund to use to offset impact docks have on the water. It's a
one-time payment.
Mr. Thomas said since it's based on the Town of Dennis, it's 80-90% done, we just have to tweak it for
Mashpee.
Mr. Cook asked what amounts of money we are talking about, Mr. McElligatt answered it's a calculated
format. As all example, Dennis uses $6.70/sq ft; so for something like a 150ft pier and I Ox 10 float, that
calculates to about 450 sq ft. Would be about$3,000.00+/-. We can have the conversation later about the
dollar amount once we know]low to get this done. This would be going forward, not retroactive.
NEW BUSINESS
1: Shellfish Constable Report
Enforcement: The Month of May saw little enforcement activity. Rainy Weather and cooler temperatures
on the weekends saw reduced use of the slielifisheries in town. Some commercial activity started to pick
up in town but all compliance checks resulted in no violations.
One verbal warning was given to an out of state visitor for shelf fâ–şshing without a license as well as their
catch being confiscated. The individual was unaware of the need to obtain a permit and upon explanation
of how to do so, stated they would not shellfish until they had the proper permit.
No written warnings of by-law citations were written during the month of May. No criminal or lion-
criminal state citations were written during the month of May.
Propagation: All preparations for the 2021 season were made during the month of May. All equipment
was de-winterized at Little River and all the pumps and plumbing were pre-checked for tile season. Some
