small wiring issues were addressed as well as some vacuum leaks in the system that had been resulting in
poor performance in past years. Two new additional larger pumps were installed for the land tanks at
Little River, with the remaining, two pumps set for overhaul next season.
Administration: The Division continues to run smoothly despite significant lack of manpower.
Traditionally, by this time in the season, the Shellfish Division Would have two full time Waterways
Assistants and three seasonals. Currently it stands with only one full time Waterways Assistant and no
seasonals with only one hired on an early to mid-June start date. This lack of manpower, while
manageable during the preseason, will have impacts on production during growing season. While the
hope is still there to hire three seasonals, best risk management practices dictate a reduction in the seed
order,to ensure the Division's ability to grow quality stock for the season even with a reduced workforce.
The deadline for final seed orders was rapidly approaching with no apparent ability to fill the remaining
two positions so the decision was made to"hope for the best, but plan for the worst."
This year's seed order will see approximately 5 million animals grown, which is a smaller number than
previous years, but anticipates higher Survival rates with the implementation of more modern growing
practices, The Division anticipates more animals grown to full term by the end of the season than the
2020 season at a lower cost.
The remaining funds in the propagation budget are set to be used for infrastructure improvements that eh
Shellfish Division desperately needs to able to both continue to operate effectively and ramp Lip
production time in the future. In coordination and With input fi-0111 the Harbormaster, new aids-to-
navigation for the town's propagation area were ordered along with all relevant hardware (chains,
shackles, and pyramid anchors). Deployment of these PATONs (Private Aids To Navigation), as well as
their registering with the USCG, will bring the Town into compliance with all relevant USCG and Army
Corps of Engineering regulations, something that has never been before. These funds were also used to
purchase the new pumps mentioned before and will be used to make some improvements to the new
shellfish work boat such as a davit specially designed for shellfish work, and a small wheelhouse in order
to make the platform more useable in inclement weather conditions.
ADDITIONAL TOPICS
(This space is reserved for topics that the Chairman did not reasonably anticipate would be
discussed)
Mr. McElligatt had information from Ashley Fisher to share regarding mooring closures. The State says
we should pass a by-law banning overnight occupancy on moorings in town. Harbormaster said lie
doesn't know of any overnight stays in Mashpee, but the State says they want it in the books. He Would
like the Shellfish Commission to write a letter of support for the next town meeting.
Mr. Cook asked what the ramifications would be, Mr. McElligatt said probably a$50.00 by-law citation,
unless some other amount was associated with it.
Mr. Holmes asked if it's only for a mooring, Mr. McElligatt said yes, we need more details to what
constitutes "overnight". He will find out more answers and update the Commission.
ADJOURNMENT
Mr.Holmes motioned to adjourn.
Mr. McElligatt seconded the motion.
Vote: 4-0-0
Roll Call Vote:
Mr.Thomas,yes
Mr. Cook,yes
Mr. Holmes,yes
