TOWN OF MASIPEE <br /> BOARD OF HEAl-TH <br /> MEETING <br /> January 9, 1989 <br /> Meeting called to order at 3:00 pm. <br /> Ritvrs present: George R. Costa, Roland L. Wilson, Stephen J. Greelish. <br /> THE TAPE IS NO`1* A PART OF THE MEETING. IT IS FOR THE PURPOSE OF TRANSCRIBING MINUTES. <br /> 1. No warrants to be signed. <br /> 2. Mr. Wilson motioned to accept the minutes of the Dec. 19, 1988 meeting, Mr. Greelish seconded, all agreed. <br /> 3. MEMO FROM EXECUTIVE SECRETARY RE: OTIS TRANSFER STATION. This reflects Mashpeels sharp of the cost to <br /> operate the Otis transfer station, for F/Y 1990. GRC: Maslipee's share will be 13.92% or $32308.74. SJG: We've <br /> received an estimate before, this must be the final. It was noted that whether or not Ma-shpeels transfer <br /> station is ready or not, we would most likely have to pay Our full share once the Otis station is on line.. <br /> 4. MEW FROM ANIMAL CONTROL OFFICER RE: DISPOSAL OF DEER CARCASSES. Previously discussed with Animal Control <br /> Officer. Mam noted. <br /> 5. BOARD OF APPEALS HEARING NOTICE. GRC will try to attend the Twomey issue. <br /> 6. MEMO FROM EXECUTIVE SECRETARY RE: INSPECTION OS SEPTIC SYSTEMS. EAM noted that he met, with Murphy subse- <br /> queatto his memo and was informed that Mrs. Anderson had made arrangements with Abco Cesspool to pump out <br /> the system at the Town Hall without the use of pumpimg tickets without which the BOH cannot keep records. <br /> EAM told Murphy that as long as the system is being pumped, that's all we're looking for, we don't need <br /> a seperate inspection. Abco is to send the BOH a letter stating the dates and amounts pumped. Murphy indicated <br /> that he Would notify -the Senior Center to ccnply with our regulation. We have no problems with the septic <br /> maintenance at -the Middle School. GRC requested that we respond in writing to Murphy's ruto based on your <br /> discussion with him. <br /> 7. MEN" FROM ERNIE RE: WASTE OIL. Noted. <br /> 8. MEMO FROM PERSONNEL BOARD RE: INTERVIEW POLICY. GRC: basically the saw. policy which was used to interview <br /> the applicants for the Assistant's position. <br /> 9. MEMO FROM TOWN ACCOUNTANT RE: B.F.I. REFUND. BAK This is in direct response to the memo we sent the ac- <br /> countant, stating that we would honor -the unused tickets in lieu of cash for the new 1989 stickers, unless <br /> we are directed other wise by her office. GRC: send a letter to BFI explaining -that -they had enough time to <br /> request this refund, but that it's now too late. If they want to petition the General Court we will support, <br /> them. <br /> 10. LETTER FROM SEAN O'BRIEN, BARNSTABLE COUNTY, RE: LEAD WATER TEST RESULTS. FM: we, had a meeting this after- <br /> noon with DeMoura, Murphy, Martini, Sean and myself to discuss this situation. DeMoura has already implemented <br /> a flushing program at the Middle School and at that portion of the Tom Hall used as a school. We recommended <br /> five minute flushing to hopefully reduce the copper content as well as the load. Murphy will see to it that <br /> 'the water bubbler and the break-roan faucet is flushed. We are hoping the new school plumbing will have non- <br /> lead solder. As soon as sufficient plumg is installed to accon.1ate five different sampling locations, De <br /> Moura will contact this office and we will set up a sampling date with the County. Murphy wants the BOH's <br /> opinion as to how often we should retest. It should Ix, noted that the old school came out better than the <br /> Middle School, which indicates that the lead solder had probably flushed out. SJG: let's test semi-annually <br /> and take it frcn there. <br /> 11. LETTER FROM L. J. MILLER, D.E.Q.E. RE: LANDFILL CAPPING GRANT. GRC: (a copy of this to be forwarded 'to <br /> Murphy. for their info. <br /> 12. MEMO FROM BUILDING INSPECTOR RE: CERTIFIED FOUNDATION PLAN REQUIREMENT. Noted. <br /> 13. LETTER FROM WESTON & SAMPSON RE: F/Y 1990 BUDGET REQUIRM.NTS. EAM: we wanted verification that what <br /> WE, submitted for in our budget as a result of Our meeting with them was in fact accurate and sufficient <br /> to satisfy 'their engineering costs as far as the BOH is concerned. GRC: make sure Murphy gets a copy, <br /> since the Sect are mentioned in the last paragraph. <br />
