(2) B41 MINUTES 1/9/89 <br /> 14. LETTER FROM SAWYER BUILDERS RE: EXTENSION OF PERMITS & WAIVER OF FEES. Fffl: the two-year time limit on the <br /> septic permits is about to expire. he wants an extension on lot#1 to Sept. 22, 1989 to coincide with the other <br /> four. The installer who pulled these permits is no loger licensed in Mashpx.v. 1-b questions the M per permit <br /> fee since this is only a transfer of installers. EAM informed Sawyer that these permits are non-transferablc <br /> and that his new installer would have to pay 50.00 per new permit. EAM informed him that if for some reason <br /> the work isnot completed by the Sept. expiration, a new perc test would be required and revised engineering <br /> plans aswell. RGC motioned to deny waiver of fees, SJG seconded, RLW concurred, unanimous. <br /> 15. LETTER FRCM J. TODD, OCEAN ARKS INT. RE: SEWAGE RESEARCH. RGC: Mr. Todd had spoken to me earlier in- <br /> dicating that although he wanted to find space in Mashpee for his research, he would have preferred Marion, <br /> which he apparently received. He indicates he is still interested in a full project in Mashpoe. <br /> 16. INVITATION TO A PUBLIC HEALTH MEETING, 1/11/89 IN LAKEVILLE @ 11:00am. EAM indicated he intented to go, <br /> however with Ronnie's absence decided it best not to go. This meeting was to be with the new Commissioner, <br /> and more initiative than substantive. <br /> 17. MEETING ANNOUNCEMENT, S.E. ASSOCIATION OF BOARDS OF HEALTH, E. BRIDGEWATER, 1/18/98 at 6:30 W. EAM <br /> stated that it should be an interesting meeting with Gilbert Joly being the quest speaker. RGC asked EAM <br /> to attend on his behalf if possible and mentioned that the entire Board is a member and anyone wishing to <br /> go should let EAM know. <br /> 18. SEMINAR ANNOUNCEMENT, ENVIRONMENTAL WATER TESTING, TABOR ACADEMY, MARION, 1/28/89 @8:30. EAM, indicated <br /> that this is a Saturday seminar which he would like to attend since it deals with water quality, beach <br /> standards and other issues directly related 'to the Board's activities. <br /> 19. SUBDIVISION PLANS, GOODWIN & YOUNG, GREAT HAY ROAD WITH LETTER FROM KV ASSOCIATES. EAM stated that KV <br /> used the "Association for the Preservation of Cape Cod" well protection guideline which not only requires <br /> a 1501 well to septic seperation bit also takes into account the groundwater flow. This is a revised plan <br /> in that the first didnot 'take into consideration the location of abbuting wells and septics. A discussion <br /> followed regarding the exact location of this proposed subdivision. RGC asked that we forward our other <br /> normal ccrifefts as to road drains, wetlands and topography to the Planning Board. <br /> 20. REQUEST BY MCINTIRE TO BRING DISCARDED LEACHING STONE TO TIME LANDFILL. EAM stated that due to a proposed <br /> addition the amount of leaching stone had to be increased and the old stone discarded. Under normal circum- <br /> stances an upgrade to Title V involves abandoning a cesspool and installing a new system. The cesspool would <br /> -then be purged clean and filled in place with clean sand. In this case however the question arose as to <br /> where to bring the abandoned leaching stone. McIntire appanrently was told that the landfill would not <br /> accept it. EAM called DEQE Division of Water Pollution Control and the Division of Solid Waste and was <br /> eventually informed that our landfill can accept it as long as the load does not contain any liquids, that <br /> a designated sit(:, and a hole be dug, filled with the load and imTediately covered with landfill. GRC in- <br /> dicated that there should be a reasonable charge to the owner for the excavation of a special hole.. EAM <br /> questioned who should determine the fee. SJG stated that it should be based on the time involved for the <br /> equipment and operator to dig the hole. ROC stated that Ernie should be informed of DEQE's decision and <br /> that a REASONABLE fee be, set. RGC further stated that the location should be determined by EAM and Ernie. <br /> If he has any problem with that Ernie can come to the Board. <br /> APPOINTMENT 3:30 PM JOIN SLAVINSKI (CAPE AND ISLANDS SURVEYING) FOR KOUILARIS, ARE DRIVE & SALZER WHIP- <br /> UNILL CIRCLE, Salvinski stated that this was informational only. <br /> 1. KOULARIS, SHORE DRIVE. JS stated this location is adjacerrt to Mrs. Andersen's. He indicated that tie <br /> had previously received written permission from the abettor -to the rear to enter onto their land to <br /> enable a 251 strip out to take place. This person now is in a nursing home and the heirs do not honor the <br /> previous permission. The only well in question is Norrie's everyone else is on Highwood. A hearing with the <br /> BOH already took place and the variance on filling on the abuttor's land was granted. JS further stated <br /> that the existing cesspool must be sitting in water and that it's bound to fail, we. admitted that they <br /> plan to put on an addition, otherwise you could approve a failed system with any variances. The lot is <br /> 65X10O'.When they move down here year round the system will fail. What would the Board recommend, a <br /> retaining wall? EAM stated that on one side water was a a t 30" and on the other side., closest to Nonie <br /> we couldn't get through the peat. at 131. RGC suggeested looking into having Nonie hook into Highwood. <br /> Since they're good friends as you stated, if your client is willing to pay for Nonie's Highwood connection <br /> that would solve the problem. He further stated that the addition should be upward not outward due 'to the <br /> lot size. SJG due to the amount of peat and the groundwater table, you should consider putting the system <br /> out front, depending on other well distances. JS questioned the possibility of putting a system on another <br /> lot. RGC stated the only time the BCH had done this was with an easement from an association on open space. <br />
