MINUTES MWC AUGUST 2019 MASHPEE TOWN CLERK <br /> Mashpee Town Hall <br /> 16 Great Neck Road North SEP 1 6 2019 <br /> Mashpee, MA 02649 RECEIVED � <br /> Date: August 13, 2019 <br /> Chairman Ken Bates convened the meeting at 9:04 AM in the Ockway Meeting Room <br /> Attendees: Ken Bates, Don MacDonald, Greg Fraser, Al Wickel, Dick Noonan. Also present: <br /> Ashley Fisher, Jeff Smith and Rick York <br /> Absent: Tim Leedham and Steve Mone <br /> Minutes: <br /> The following minutes were approved by unanimous vote of those present: Tuesday July 9, <br /> 2019 regular session. Motion of acceptance made by Don MacDonald, seconded by Gregg <br /> Fraser. And vote was unanimous. Tuesday June 25, 2019 Special Session. Motion of <br /> acceptance made by Don MacDonald and seconded by Dick Noonan, and vote was <br /> unanimous. <br /> Appointments &Information Sessions: <br /> - New wording, combining 3 previously drafted Waterways Articles into one Article, for the <br /> October Town meeting was reviewed by those present. Ken has spoken to the Assistant <br /> Town Manager and Town Accountant to be sure that the funds remain appropriately <br /> identified and available for the intended purpose and not lost track of as the result of the <br /> combined Articles. Ken was assured that was the case. The new wording was approved by <br /> unanimous vote of all those present. Motion of approval made by Don MacDonald and <br /> seconded by Al Wickel. Vote was unanimous. <br /> Communications &Correspondence: <br /> - Ken Bates has been corresponding with BSC Engineering re: dredge program. We anticipate <br /> getting a budget put together for the licensing/permitting for the LR/GR Expansion Project. <br /> Old Business: <br /> Harbormaster Report: <br /> - Jeff Smith reported that the office has logged 1094 hours on the water patrol thus far this <br /> season. The Harbormaster Team has interacted with 422 vessels, issuing 141 verbal <br /> warnings and 4 written citations. The AHM has also completed 10 vessel safety inspections. <br /> Notwithstanding, HM reported that the waterways have been mostly quiet. <br /> - The most significant events were the microbursts that occurred on 7/23. Initiated the <br /> recovery of one boat that broke free of a mooring and the de-watering of two swamped <br /> boats as a result of the rain and the removal of 5 kayaks that washed ashore in Ockway Bay. <br /> - The Harbormaster and AHMs have been actively doing mooring compliance patrols in <br /> Waquoit Bay, Hamblin Pond and Little River. <br /> - Assistance has been provided by the Town in dealing with an intoxicated boater and <br /> assisting a boater who had fallen off their vessel off Hedge Fence Shoal. <br /> - HM/AHMs have been removing kayaks and dinghies left on dinghy racks without the proper <br /> permits affixed. <br />
