- HNI further reported that 2 Articles for the October Town Meeting: The Promulgation of <br /> Regulations from Chapter 170 and the Articles of Enforcement for Ashumet Pond will be in <br /> the Town Warrant. <br /> - Work on the new Town Regulations is still work in progress. Final action likely will not take <br /> place until after the October Town Meeting. <br /> DNR Director/Shellfish Constable Report. <br /> - Rick York reiterated that the draft of new Mooring Regulations is complete but further action <br /> will wait until after the October Town Meeting when authority should transfer to the BOS. <br /> - A lengthy conversation took place regarding Waquoit Bay dinghy storage. Issues discussed <br /> were securing the dinghies so that they did not overturn in wind, creating marked storage <br /> spots on the rocks, recognizing we have 100 moorings in the Bay that need access etc. We <br /> agreed at this point to recognize it has worked over the years and to make no changes. <br /> - The Town is considering requiring parking stickers for Seconsett Island Rd for next season <br /> - Ashley reported that 5 million quahogs are currently growing in our land based upweller and <br /> floating dock upwellers and bottom trays. The quahogs are growing very well across all size <br /> classes and seeding will commence in the near future. <br /> - The oysters received and seeded just after the 7/4 holiday have doubled in size. 1000 bags <br /> were placed in the Mashpee River. <br /> - Ashley reported that they have experienced theft over the past few weeks. It is believed to be <br /> a repeat offender and she is working with the Environmental Police on the matter. <br /> - It was reported that DNR is monitoring algae blooms in our ponds. They are trying to identify <br /> toxins. Santuit Pond was noted as a particular concern. <br /> - Lastly, the moratorium on new Aquaculture licenses was approved by the BOS <br /> - There was a discussion on 10A permits for Aquaculture floats. Do these permits effect <br /> mooring wait lists? Greg Fraser added that in Falmouth there is no wait for the floats as a <br /> float capability is needed so permit holders can service their areas. Jeff Smith will issue new <br /> regulations for how Mashpee will handle this after the October Town Meeting. <br /> Committee Reports: <br /> Mashpee/Wakeby and John's Pond and Fresh Waters: Nothing of importance reported <br /> beyond observation that water levels seem ok thus far this year. It was reported that nothing <br /> has been done yet to address the sand build up near the ramp. Jeff will follow up. <br /> Popponesset Bay Area: Nothing to report <br /> Waquoit Bay Area: Nothing to report <br /> Water Quality: Don MacDonald reported that testing is going well notwithstanding the fact <br /> that the Tribe is not participating this year. Biggest hurdle is dealing with engine problems on <br /> our testing boats. It has required some effort but it is being dealt with. A point was made that <br /> we now have 10 years of water quality data, that show our waterways are in very poor shape, <br /> our BOS have taken no real action on the results. Questions have been raised by the sampling <br /> teams as to the need to continue with the testing program as it costs money and requires <br /> considerable effort to organize. It was noted that there are other sampling efforts ongoing as <br /> well. Rick York responded that the other sampling efforts do not cover all areas and that our <br /> efforts are needed to be in Federal compliance with water quality requirements. Rick will <br /> provide a statement as to the value and need to continue this program so that Don MacDonald <br /> can use to inform all volunteers of the importance of the effort. <br />
