Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> November 19,2020 at 6:30 pm <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> Approved 12/8/2020 <br /> Public Participation by Remote <br /> *Public Call in Number: (508) 539-1449* <br /> Present: Allan Isbitz,Noelle Pina, Bruce Willard <br /> Also Present: Town Planner Evan Lehrer, Planning Board Member Mary Waygan <br /> Absent: Melinda Baker <br /> CALL TO ORDER <br /> Chairman Isbitz called the meeting to order at 6:34 p.m. and the roll was called. <br /> APPROVAL OF MINUTES October 6, 2020 <br /> The Chair offered a few changes to the minutes and inquired whether members had changes. <br /> MOTION: Mr. Willard made a motion to approve the minutes. Ms. Pina seconded the <br /> motion. All voted unanimously. <br /> OLD BUSINESS <br /> Emergency Rental Assistance Program-Mr. Willard shared the contract he received <br /> from Barnstable, which included information regarding town funding in the amount of$300,000 <br /> and eligibility,limited to Barnstable residents not currently eligible for state or government <br /> subsidy. Funding was specific to residents specifically impacted by Covid-19 and not related to <br /> the landlord. The maximum amount of funding totaled $5,000 per household and no more than 3 <br /> months rental assistance, since March. The Chair asked that Mr. Willard draft a summary or <br /> chart of Barnstable's approach to the program, in an effort to provide additional information to <br /> the Town Manager to consider Mashpee's involvement with the program. <br /> Mr. Lehrer confirmed that he had discussed the program with the Town Manager early in the <br /> Pandemic, but at that time, it was unclear whether there was sufficient need in Mashpee. More <br /> information was needed by the Town Manager prior to investing in a third party program. The <br /> Chair confirmed that HAC reported that they had served 9 Mashpee residents through the <br /> program. Mr. Lehrer added that he had also been in contact with the Human Services Director, <br /> but at that time, there was limited information regarding housing needs of Mashpee residents, as <br /> a result of the Pandemic. The Chair suggested that Mashpee consider participating in the <br /> program by funding 10 residents, with the potential for expansion if needed, and Mr. Lehrer <br /> agreed that since there was not currently infrastructure for the Town to provide direct assistance, <br /> it could make sense to participate in such a program. The Chair suggested ways in which <br /> candidates could be best identified to receive assistance. <br /> Ms. Pina spoke with Jill Scalise, regarding Brewster's program. Ms. Pina reported that HAC <br /> willingly tailored Brewster's program based on the Town's specific requests. The Brewster <br />
