Review and approval of GHD Design Contract #3 — Route 151 Sewer Design. <br /> Tabled until future meeting. <br /> Status of Phase 1 Pump Stations. <br /> Willowbend approved a permanent easement with two conditions: <br /> 1. An asphalt berm on Quinnaquisett <br /> 2. Paint their crosswalk <br /> There's a bigger issue with Summerwood and Sea Oaks Condominiums. Town Council <br /> said we may have an issue with the Town spending municipal funds on private <br /> properties. <br /> Santuit Pond: <br /> Commissioner Lyons re: potential use of"Phoslock" compound at Santuit Pond. <br /> Mr. Lyons described the two issues that are interlocked: <br /> 1. Present Pollution <br /> 2. We're going to have to sewer this. <br /> There's a product called Lanthamum that people use as medicine. If you drop it in a <br /> pond with Bentonite, it will start absorbing phospates. Once it's in contact with nitrogen, <br /> it will turn into an inert compound called Rhabdophanoe. This has been used in 100 <br /> different countries and has been approved everywhere in the U.S. except in MA. Julian <br /> Cyr said the information came back that they want to have a study of mussels in Santuit. <br /> That's where we are now, they want someone to pay for a study that will take years. We <br /> can't find an info specifically about mussels from anywhere else in the world, although <br /> there is someone currently working on it. <br /> Mr. Fudala said obviously the idea is to stop the growth of all this algae. <br /> Mr. Lyons said this is more than just a public hazard, it's a public danger. We have to <br /> address this in an aggressive manner. I'm going to try to get the political process at the <br /> State level to agree to a fund to use it as an example, clean it up, and prove we don't <br /> have problems with the mussels. Then this could be used at other waterways too. <br /> Mr. Fudala said Mr. Lyons and Mr. Rapacz should continue to work on this. Mr. Dunn said <br /> we also need to consider algicides as well. <br /> Status of Town Engineer: <br /> - Town Engineer has been hired and will start on June 7. All Commission members are <br /> invited to welcoming party at Town Hall, June 7 at 9 A.M. <br /> Sewer Commission Rules and Regulations <br /> Mr. Lyons thinks we should establish rules & regulations like Chatham did, the logical person to <br /> do this would be the new Town Engineer. <br /> Mr. Fudala agreed, Mr. Lyons wants it to be added as a monthly agenda topic and coordinate <br /> this with other Town departments. <br /> They also discussed looking at other Towns with a Sewer Commission to see what they've done. <br /> Mr. Fudala said we should get through the 90% design first. Then we'll have time to start <br /> working on this. We can add it to the August agenda as a regular basis. <br />
