'`\UJ 71111 LjP <br /> Jown of A as e e Planning Board- <br /> G <br /> 16 Great Neck Road North <br /> Mashpee, Massachusetts 02649 <br /> It's a tool used to define scope and substance of proposed development. <br /> A project that would benefit from a comprehensive review to allow for planning of <br /> efficient infrastructure. <br /> They are agreements where there is an opportunity for the participating parties to <br /> collaborate on design, permitting, and constructional projects that are consistent with the <br /> overarching framework of RPP. <br /> Eligible projects are typically large areas of development, multiple uses or structures, <br /> anticipated to be built in phases of over 7 years, and anticipated future expansions not <br /> yet fully defined. <br /> Mashpee Commons submitted their notice of intent to the Cape Cod Commission to proceed with the <br /> Development Agreement process which was approved by CCC. Both in 2019 and 2020, the Planning <br /> Board and Board of Selectmen voted to support pursuing the DA process. In 2021, the Town chose to <br /> be a participant in a three party Development Agreement process with Mashpee Commons and the <br /> Cape Cod Commission. <br /> This is the first three party agreement that CCC has undertaken. The Municipality and Commission <br /> have an opportunity to define what this process looks like. It is anticipated the two would conduct <br /> paralleled review processes. The Commission is suggesting it makes sense for the two to designate a <br /> staff liaison to facilitate, coordinate, and communicate as the DA is drafted and the process unfolds. A <br /> DA doesn't have predetermined time frames for review. <br /> Timeline of Process <br /> - March of 2020, Mashpee Commons was deemed eligible for DA process <br /> - March of 2021, Select Board voted to act as a participating party in DA <br /> - Mashpee Commons begun submitting their filing, anticipating submission of additional <br /> materials <br /> - CCC subcommittee will be established and review period would begin <br /> - Town of Mashpee would conduct its own local review process, in consideration of zoning <br /> - Cape Cod Commission subcommittee review and subcommittee hearings <br /> - Mashpee Commons continues to submit materials responsive to requests from <br /> CCC/Town <br /> - Drafting of DA <br /> - Public hearing at CCC level, DA would be approved at CCC <br /> - Town Vote <br /> There are many steps along the way where more details will be defined. <br /> CCC Subcommittee process <br /> - Empanel a 5 member subcommittee of CCC <br /> - Hold hearings to receive public testimony and review the proposed development <br /> - In conclusion of Subcommittee hearings, may direct the drafting of DA <br /> - Subcommittee will then make a recommendation to the full CCC <br /> - CCC must hold public hearing to consider DA <br /> 4 <br />
