If it needs to be reviewed in 10 years you can do that. She did want to ask Ms. <br /> Senatori about the RPP. Does the RPP require transfer of development rights for the CAC? Our <br /> Mashpee zoning bylaw has transfer of development rights, up zoning someplace else to concurrent <br /> down zoning some other place. She referred back to process slides. Chapter D regulations for <br /> Commission DA then there is a local bylaw. If you look at the process slide, it looks like it's only <br /> showing the CCC regulations. To address Mr. Cotton, the Planning Board is not going to look at zoning <br /> and DA at the same time. The PB +1 is the negotiating team, negotiates proffers which are affordable <br /> housing, infrastructure improvements, recreation mitigations from developer etc. So before it goes to <br /> Selectman it has to be voted on by Planning Board. Maybe the Planning Board can be added to that. <br /> Has there ever been a 25 year approved from the start? <br /> Ms. Waygan goes on to say the notice of intent was submitted to CCC in 2019, was under <br /> consideration of CCC and deemed as eligible and suitable. In March of 2020, under consideration for <br /> DA with CCC, then the applicant could submit a completed application within the year. That due date <br /> was March 5, 2021. The Planning Board received correspondence sent to the Town Planner; <br /> application cover sheet with project description, parcels, certified abutters, site plan, CAC overlay <br /> district, and zoning amendment map. In chapter D and section 5C there is a list of other requirements <br /> the application should include, i.e. legal description of land, survey of land, development uses currently <br /> permitted and proposed, residential and building densities and height, description of facilities and water <br /> for public purpose , permits, and environmental impact. Those were due on March 5, have all of those <br /> items listed in 5C been given to CCC? She would like to call attention to a missed deadline and how <br /> that can be cured. Has the applicant paid the application fee? Has the CCC subcommittee been <br /> formed? She supports the suggestion to hold hearings in Mashpee. This project is worth 170 DRIs. She <br /> does encourage as many joint meetings. We are going to be negotiating proffers and benefits to the <br /> Town. This should be a point where we meet jointly with CCC subcommittee and our negotiating team <br /> to ensure we are headed in the right direction. She also has comments for the Board of Selectman <br /> before meetings end. <br /> Ms. Senatori said the RPP project will be looked at in light of goals and objectives. Looking at the <br /> project in its totality and what its impacts are and potential strategies to address impacts. She cannot <br /> weigh into the detail. In a different town, she saw a DA length of 20-25 years. She does not know all <br /> components of submission and how it's reviewed but those are details that will be worked through with <br /> subcommittee and technical staff. All materials have been submitted thus far, staff are sorting and <br /> reviewing and identifying additional information to process. Additional data will be necessary along the <br /> way to support the application. Staff is identifying now so they can move forward with subcommittee <br /> and hearings as they don't want to miss anything while they appropriately analyze impacts. She is also <br /> unsure if the application fee has been paid. This is a process different to DRI where there are timelines, <br /> we want to be collaborative, and the timelines don't apply here, there is more flexibility. A subcommittee <br /> will be empaneled once information is assembled appropriately. <br /> Mr. Phelan mentioned the liaison could help set up the joint meetings. <br /> Mr. Collins noticed page 2 makes reference to a final environmental impact report, he is curious what <br /> the anticipated timeline would be for Planning Board and Board of Selectman to receive that. <br /> 7 <br />
