It was reported that the Cape Cod Commission is starting a water quality program wherein they <br /> will begin collecting the water quality data from all towns.Mashpee's date will be uploaded to <br /> the system going forward. <br /> Ashley reported that the Department has a program to monitor our Town ponds this summer <br /> for algae blooms.Also noted was that John's Pond is experiencing a Milfoil algae problem. <br /> This algae is not a micro algae but a macro algae.A quickly spreading broad leaf algae that <br /> covers the surface of the water. <br /> Lastly, it was reported that the Department has submitted a grant for storm water management <br /> for the Santuit Pond. <br /> Committee Reports: <br /> MashpeelWakeby and John's Pond and fresh waters:Nothing new to report.The Committee <br /> still has not conducted a meeting,although they should be starting up again soon. <br /> Water Quality: Don MacDonald reported that we have established the 4 dates for testing:July <br /> 13&27,August 12&26.All needed boats have been secured.A special thank you noted for <br /> Tim Leedham/Bosun's providing 2 boats for the testing program.The testing program will kick <br /> off with a training program at the Ockway Boat Ramp on 6/22. Don also reported that he is still <br /> working with Prof. Brian Howes, UMass Dartmouth,to schedule his findings presentation to the <br /> BOS. <br /> Barnstable County Coastal Resources: Nothing to report. <br /> Barnstable County Dredge:A dredge meeting was held and one of the outcomes is an <br /> increase in fees for FY'22.There is a tentative date for a subcommittee meeting in July and <br /> Ken Bates will attend. <br /> Sewer Commission: Nothing to report <br /> Public Access:The issues and plans for Ockway Bay were discussed and reported on earlier <br /> in the meeting.Additionally,Ashley reports that DNR is preparing a Public Brochure to better <br /> inform our residents of the public facilities available. <br /> Waterways Improvement Plans: <br /> LG/GR Expansion Project: Dick reported that Phase 1 of the project has been completed.We <br /> conducted the surveying,completed core sampling,testing and analysis of the sediment.And <br /> we have conducted a preliminary search for a disposal site. <br /> Also reported is that we have recently been advised that in addition to the 10,000 cubic yard <br /> threshold we have been working to remain under to avoid a MEPA filing,the State is now <br /> beginning to use the"half acre of disturbed wetlands"as a trigger point.This has not <br /> previously been the case for dredging projects.As a result we are beginning our next phase by <br /> going to the State for a MEPA Advisory Opinion to determine if a MEPA filing will be required <br /> for this project and if so what kind of filing will be needed.The results will impact the timing <br /> and cost for the project. <br /> New Business: <br /> Ashley led a discussion of the issues that have developed on the 3 islands on the Mashpee <br /> Wakeby Pond.The Native Land Conservancy(NLC)has received the donation of the three <br /> islands within the Pond.They have become increasingly concerned over amount of partying, <br /> noise,camp fires,stress to vegetation etc that has been occurring,in part due to boats <br /> anchoring off the island and coming ashore and partying. Based on the recommendation of <br /> DNR,the NLC is requesting the establishment of a Private Swim Area of 150 feet around the 3 <br /> islands.This would prevent boats from coming close to shore and anchoring and should <br /> therefore help reduce this problem.The Harbormaster can patrol and enforce a Town approved <br /> and marked"swim area".Ashley stated that the DNR supports this request and asked the <br /> MWC to send a letter to the BOS in support of this request for the designation of a private <br /> swim area.A motion was made by Don MacDonald for the MWC to support this request. It was <br /> seconded by Dick Noonan and unanimously approved by all present. <br />
