Minutes of Meeting of <br /> Plan Review Committee <br /> Tuesday, July 20, 2021 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> OTHER BUSINESS <br /> Accept Minutes dated May 18, 2021 <br /> Evan made a motion to accept the meeting minutes. Drew seconded. Catherine abstained. All other <br /> members were in favor. <br /> ADDITIONAL TOPICS <br /> (This space is reserved for topics that the Chairman did not reasonably anticipate would be <br /> discussed.) <br /> Evan mentioned that the Town now has a Town Engineer who is not a formal member of the Plan <br /> Review Committee. He recommended that the Town Engineer be an active member of the <br /> Committee, in some capacity whether a designee or there be a modification to the Zoning Bylaws to <br /> include the Town Engineer.There have been a number of issues with the Board of Appeals approving <br /> Special Permit projects on condition of a peer review. It would be beneficial for the Committee to <br /> have the Town Engineer assuming his role and obligations with the sewer project,to do a preliminary <br /> site plan review and submit comments to the Board of Appeals prior to a Special Permit application <br /> hearing. He made a recommendation that Chris Gallagher, Town Engineer be a voting member as <br /> the designee for the Town Manager on the Plan Review Committee, and he will provide a warrant <br /> article for the Town. <br /> Rodney recommended that Chris Gallaher, Town Engineer sit on the Plan Review Committee as his <br /> designee. He asked Evan to submit a warrant article to Terry as soon as possible because of the <br /> deadline. The Select Board will have to approve it for the Town Warrant. <br /> Catherine asked what the status was on 100 Great Neck Road regarding the drainage, septic and <br /> site issues. There is a significant amount of storm water draining onto Rte. 28. This should have been <br /> rectified months ago. Deputy Phelan said there is a stop work order issued for the property. Dave <br /> mentioned that the owner of the property does not have the funds take care of the property, but they <br /> have been contacted and is an ongoing process. His concern is the safety of the people that live <br /> there. <br /> Christine said that there are orders to pump the septic system every other week. There were <br /> mechanical issues and the cesspools were overflowing and running down the property. The owners <br /> are required to provide evidence of pumping, and are supplying the reports on a by-weekly basis. <br /> The Board encouraged them to tie into the tribal waste water system, but they declined and wanted <br /> to replace the system. The Board gave them a timeline but they have been stalling. <br /> Evan asked if there is a remedy. Rodney said that the Select Board suggested better enforcement <br /> action. He also said that a discussion with Town Counsel can be arranged if necessary. <br /> Catherine also asked the status of Solar Rising located at 348 Main St. There are issues with the <br /> storm water runoff onto Rte. 130, and she asked if they have attempted to comply with the <br /> modification from the ZBA. <br /> There were no further discussions. <br /> 5 <br />
