Minutes of Meeting of <br /> Plan Review Committee <br /> Tuesday, July 20, 2021 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Evan Lehrer, Town Planner: <br /> Evan said he spoke to the owner over the phone and inquired about the Special Permit for the site, <br /> and the ability to use of the drive-thru. There was a question whether there will be any modifications <br /> to the site plan. It was mentioned, that there are some minor modifications on the site plan; the walk- <br /> in cooler, the seating area, new sidewalks, and landscape islands. This will require Board of Appeals <br /> review, and it will be up to the permit granting authority to make the determination if it is considered <br /> a minor or a major modification. If there were no modifications, then you could proceed with the <br /> original approval and apply for a building permit, but because there are exterior modifications it will <br /> require review with some capacity by the Board of Appeals. The bylaw is Section 174-24 (9) (a). The <br /> modification is for the site plan; the use is allowed. <br /> Catherine Laurent, DPW <br /> Catherine asked the applicants if there will be improvements made to the drainage on the drive-thru <br /> side of the building. The applicants said that the septic system will be repaired. She wanted to make <br /> sure that there will be no backup of traffic on Rte. 28. She wanted to know when and where the <br /> deliveries will be made.The applicant said that the trucks usually deliver during the morning, and will <br /> have access to the cooler. <br /> Jack Phelan, Deputy Fire Chief: He said that the appropriate permitting should be done. <br /> Dave Morris, Building Inspector: <br /> Dave read the comments submitted by Glen Harrington, Board of Health Agent. <br /> Christine Willander, Assistant Health Agent: <br /> Christine can assist the applicants with the permitting process. <br /> Drew McManus, Conservation Agent: <br /> Drew mentioned that he has the same concerns as Catherine regarding the traffic backing up onto <br /> Rte. 28, and he also observed flooding issues near the drive-thru and dumpster area. This should be <br /> considered when re-grading the lot. <br /> There were no more comments. <br /> Evan made a motion to recommend approval of the proposed site plan to the Board of Appeals should <br /> the applicant wish to proceed with the site plan as submitted. Furthermore, he would recommend <br /> approval within the scope of the original 1996 Special Permit decision should the applicant want to <br /> submit a revised plan to reflect that on the condition of satisfying each of the department heads' <br /> concerns. <br /> Drew seconded.
