Review of Compliance—545 Cotuit Road. Mr. Harrington commented that a revised septic plan
for five bedrooms was uploaded and approved. The permit fee had not yet been paid. The owner
of the property did forward a confirmation from Indian Health Services, which included the
contract for Joey Debarros to install the system. The owner is still working with Barnstable County
Septic Loan Program for assistance with the plumbing in the basement. Mr. Harrington stated
that he had asked the owner for an update regarding the basement, and she indicated that the
attorney from the Tribe fell through, and she has not heard from the Tribe whether they could
help pay for the egress windows. The owner was under the impression that the Board was
allowing her to do the septic first and then the windows. It is important to be clear that the septic
is considered an imminent hazard, but the egress windows are a life-safety issue as well, so they
cannot wait. Mr. Harrington commented that he would not expect the owner to participate in
the Zoom meeting based on the comments in her most recent email.
Mr.Virgilio asked if the windows would fall under the Building Code, and Mr.Harrington answered
that egress is an issue in the Building, Fire and Septic Codes. Chair Baumgaertel requested that
Mr. Harrington get in touch with Angela at the Septic Loan Program to verify that the owner has,
in fact, submitted an application for the plumbing work. Board members agreed that this
represented some progress, but things are still not where they should be.
There being no further comments or discussion, Ernest Virgilio moved to continue the matter of
545 Cotuit Road to the next meeting. Motion seconded by 'Veronica Warden. Roll call vote:
Ernest Virgilio (yes);Veronica Warden (yes); Brian Baumgaertel (yes). VOTE: Unanimous(3-0).
2. Review of Compliance—97 Sunset Circle. Mr. Harrington commented that, at the last meeting,
the Board asked him to look into several things, which included confirming the owner's use of the
stated contractors by obtaining proof from the contractors, and obtaining additional photos of
the southern side of the dwelling. Mr. Harrington did confirm with each of the contractors that
they were contacted by the owner, and either attempted or completed some work for her.
1
