Rusty's Junk Removal did confirm that they had removed mattresses and furniture. Glen read
aloud from a letter that was received that day from the owner. No work has been done at the
property since January 21,2021.
Ms. Warden asked if Health Agents had taken any additional photos, and Mr. Harrington
answered that they essentially show the same area as the previous photos. He shared and
discussed the content of those photos with the Board. Ms. Warden noted a couple of areas in
the photos that could potentially be harborage for rodents.
Chair Baumgaertel was perplexed why the owner had not hired someone to cut back the hedge
along the driveway, so the clumpster could be brought in. Mr. Virgillo asked if there were
additional areas of accumulation other than those shown in the pictures, and Mr. Harrington
answered that it was mainly a 100' long area, but that there were a couple of small items in the
woods. Mr. Harrington commented that it was hard to tell how long it had been there.
Mr.Virgilio expressed concern that the refuse may not be safe for human handling, for purposes
of loading and removal. He commented that he understands it is difficult, particularly from a
financial perspective,to clean up and dispose of that much trash. Ms. Warden pointed out that
this is the own'r's second home, where the back yard is essentially being used as an illegal
dumping area. Mr. Harrington stated that the house is incomplete and, while it was possible that
some of the refuse materials came from inside the house, there appeared to be no active
construction or renovations currently taking place. Chair Baumgaertel noted that fines of$25/day
have been accruing since January 11,2021. The Board would have to give the owner a chance to
pay the fines before sending the matter off to Town Counsel for further action.
3. COVID-19 Update.
