There being no further comments or discussion.,Veronica Warden moved to deny the request for <br /> appeal for 47 Fox it Road. Motion seconded by Ernest Virgillo. Roll call vote: Ernest Virgilio <br /> Veronica Warden(yes); Brian Baumgaertel (yes). VOTE: Unanimous(3-0). <br /> 4. Show Cause Hearings—Title V violations for the following Registered Title V Inspectors:b John <br /> Graci,John Gamache,Carmen Shay and Tom Roux. <br /> Chair Baumgaertel initially stated that he would have to recuse himself from this discussion,due <br /> to his business relationship with one of the Title V Inspectors. Mr. Harrington advised the Board <br /> that, with the exception of Tom Roux, all others violations had been abated. Since Mr. Roux was <br /> not the inspector to which Chair Baumgaertel was referring, he rescinded his prior recusal. Mr. <br /> Harrington commented that Mr. Roux made changes to the report he submitted for 17 Cutlass <br /> Lane; however, additional work/changes were needed, due to the lack of an inspection port on <br /> the plastic infiltrator chambers. <br /> Tom Roux introduced himself for the record,.stating that he is a civil engineer, not an installer. He <br /> commented that,when he did this inspection,the tank was shallow, but the d-box and SAS were <br /> very deep and he could not reach them with his four-foot probe. He went back with a machine <br /> and found the d-box I <br /> J. I I which wasin good shape,so he put a riser onit. He was of the opinion that <br /> 'if there was any water in the chambers, 'it would have reflected in the d-box. He presented a <br /> number of reasons why it would be a mistake to put an observation port on the chambers., <br /> I ncluding his belief that it could potentially shorten the life of the system. <br /> Mr. Harrington stated that the requirement in Mashpee is for the soil absorption system (SAS)to <br /> be inspected,and that there be observation ports on plastic chambered systems. He asked if Mr. <br /> Roux had a camera, and he answered that he did not. Mr. Roux asked, if he went back with a <br /> camera if that would i sats <br /> fy the Board, and Mr. Harrington confirmed that it would meet the <br /> requirement to inspect the SAS. Chair Baumgaertel commented that the observation port wasn't <br /> going to add anything;therefore, if it were possible for Mr. Roux to get a camera and inspect the <br /> SAS through the d-box,that would be the best solution. <br /> There being no further comments or discussion,Veronica Warden moved to order that Tom Roux <br /> inspect the soil absorption system at 17 Cutlass Lane by the next meeting of the Board on March <br /> 41 2021. Motion seconded by Ernest Virgillo. Roll call votee. Ernest Virgilio(yes);Veronica Warden <br /> (yes); Brian Baumgaertel (yes).
