Motion seconded by Ernest Virgillo. Roll call vote: Ernest Virgillo, (yes)- Veronica Warden <br /> Y <br /> Brian Baumgaertel (yes). VOTE: Unanimous(3-0). <br /> 5. Update on landfill gas and groundwater monitoring well repair and replacement. Mr. <br /> Harrington commented that the quote for repair/replacement of the monitoring wells at the <br /> former landfill had come directly from the engineer, so he did not anticipate there being any <br /> unexpected additional costs. He noted that the quote included, among other things., getting the <br /> drill rig on site and installed, as well as any administrative costs. <br /> Ms. Warden asked where the $5,000 was coming from to pay for the work, and Mr. Harrington <br /> stated that ime a new well was needed, DPW had offered to cover the cost. He had not,the last ti <br /> yet spoken with the DPW Director about this, but it was his intention to run it by her. In the <br /> meantime, an article requesting the funds had been submitted for inclusion on the May Town <br /> Meeting Warrant. Chair Baumgaertel suggested first tapping into any funds that DPW might have <br /> a 'lable or,worst case, seeking Town Meeting approval. <br /> val <br /> 6. Acceptance of resignation from the Board of Health—Veronica Warden. With respect to Ms. <br /> Warden, Mr. Virgilio stated that her resignation from the Board will leave a tremendous void. <br /> Chair Baurngaertel agreed that it would be impossible to replace her knowledge and perspective. <br /> Ms. Warden reminded Board members that her resignation was effective March 30tl, so she <br /> would be in attendance at the next meeting. Mr. Harrington stated that he had a couple of leads <br /> for possible Board members that he would follow up on. Chair Baumgaertel noted that, since it <br /> i rmally accept board and committee resignations,, no <br /> action or vote was necessary on the part of this Board. <br /> OTHER BUSINESS <br /> Mr. Harrington requested of the Chairman that the matter of 73 Lovell"s Lane be added to the agenda. <br /> He commented that he had received ernails/calls from the Fire Department regarding illegal burning at <br /> the property,which is under orders to be cleaned up. Vehicles have been removed,and the owner of the <br /> property.,Ron Turner,has hired contractors to clean up the remaining trash,debris,etc. Over the previous <br /> weekend and again on the day of the meeting,the contractors that had been it by Mr.Turner ignited <br /> a burn pile on the property, where they attempted to burn different types of material and then cover it <br /> w ith dirt. After complaints from the neighbors, the Fire Department had been out to the property to l I I <br /> extinguish the fire, but the foam they used did not completely put the fire out and it continued to smoke, <br /> so the Fire Department went back out. One of the contractors on site became confrontational when Fire <br /> Department staff instructed the contractors to dig up the pile and expose what was underneath. The <br /> contractors refused, so now there is a pile of indistinguishable burnt debris, covered in dirt, and sprayed <br /> ith firefighting foam,which pushed any contaminants further into the soil.wl <br /> Chair Baumgaertel agreed that the matter should be added to the agenda. <br /> Ernest Virgilio moved to add the matter of 73 Lovell's Lane to the agenda. Motion seconded by Veronica <br /> Warden. Roll call vote: Ernest Virgilio (yes); Veronica Warden (yes); Brian Baumgaertel (yes). VOTE: <br /> Unanimous(3-0). <br /> Chair Baumgaertel expressed concern about melted car parts, plastic and other materials. Mr. Harrington <br /> indicated that grease and waste oil were observed on the material i s that were prevously visible at the <br /> property. He noted that any material like that was a potential contaminant to the groundwater. Chair <br /> Baumgaertel asked if DEP needs to get involved, given the nature of some of the materials that were <br /> 6 <br />
