*APPROVED 9-2-2021 * Capital Improvement Program Committee Minutes January 29 2021
Town Manager Recommendations(con't)
SCHOOL
Food Service Equipment Upgrades $ 25,000
Chromebook Leases $ 45,000
Interactive Board Systems in Classrooms $ 25,000
Replacement of Teacher PCs $ 56,000
Wireless Upgrades $ 30,000 MCAT
Total School $ 181,000
TOTAL ALL DEPARTMENTS $ 2,626,046
MCAT $ 80,000
Capital Stabilization $ 2,546,046
Mr. Collins further reported the following for each department's request:
DPW— no adjustments
Fire—no adjustments
Information Technology— no adjustments ($50K would be funded from MCAT)
Natural Resources — truck replacement was deleted but the Department will be getting vehicles from the
Police and DPW: The Natural Resources Director is in favor of this change.
Planning & Construction —the field improvements were removed from CIP but the DPW School Building &
Grounds operating budget line item was increased by$100,000 to address some of the more pressing issues;
the DNR facility was modified to purchase and modify existing condominium units instead of constructing a
new facility on Red Brook Road. The Town Manager added that the DNR Director was fine with this
alternative. Selectman Gottlieb stressed that the future budgets for the Department of Natural Resources
should have sufficient monies to cover condominium fees and utilities and other operating budget items for
the new building. The Roof Solar System was left in as the Town will more than make up for the cost due to
the solar savings. Also, the MMHS Parking Lot project was left alone as this item will go hand in hand of the
construction and installation of the solar projects. The Solar Bee for Santuit Pond was removed as the
equipment has seemingly not produced the benefit to the pond's health as was projected.
The Town Manager moved the School Security project of$90,000 from the School Department's request to
the planning and construction lines.
Police—no adjustments. Mr. Richardson asked if other departments could have a leasing program similar to
the Police Department's successful replacement program. Mr. Collins said that the usage of the patrol
vehicles is unique to the Police department and may not work for the way other departments utilize their
vehicles.
School — Security moved to Planning and Construction. Mr. Collins stressed that all of the School's Building
and Grounds capital requests must first go to the Planning and Construction Committee and that Committee
will submit those type of projects to the Capital Improvement Program Committee.
