*APPROVED 9-2-2021 * Capital Improvement Program Committee Minutes January 29 2021 <br /> Town Manager's Recommendations (con't) <br /> The Town Manager also stated that the Quashnet School Library air conditioning project was already in the <br /> Planning and Construction Committee's submission and the QS Gymnasium Project, as well as the flag poles <br /> were not recommended and again building and grounds items belong with the Planning and Construction <br /> Committee. <br /> The Interactive Board Systems was reduced from $95,200 to $25,000. <br /> The total recommended by the Town Manager is $2,626,046 with $80,000 out of MCAT and $2,546,046 out <br /> of Capital Stabilization. <br /> The Finance Director Dawn Thayer stated that the committee needs to be sure that these items are <br /> sustainable and most monies are not committed to future years. The importance of having a replacement <br /> and regular maintenance plan was stressed by both Mr. Collins and Ms. Thayer. <br /> Ms.Thayer also said that the trucks and equipment that are purchased outright will last at least 6-8 years and <br /> if need be the replacement purchase can be put off if the monies are not available in future years, but if <br /> leased the Town is committed to fund those leases for two or three years. <br /> Mr. Richardson asked about the electric vehicles, and Mr. Collins said that the four leased with fiscal year <br /> 2021 funds are fine for inspections, etc. but the technology is still being perfected for trucks and heavier duty <br /> vehicles. <br /> Mr. Collins further advised that long term requests should be in the plan such as the DPW, Planning and <br /> Construction and the Police submissions so that the CIP Committee can plan for the need for capital projects <br /> in upcoming years. The mission of the CIP is to plan for the future. <br /> The Town Manager opened discussion on his CIP recommendations. Ms. DeBoer asked that the Committee <br /> consider adding the Flag Pole Installation in the amount of$30,000. The Committee agreed. <br /> Motion made by Mr. Richardson to approve the Fiscal Year 2022 CIP Plan in the amount of$2,656,046 with <br /> $2,576,046 from the Capital Stabilization Fund and $80,000 from the Mashpee Cable and Advanced <br /> Technology Fund as per the table on the next page with the DNR Facility ($850,000) being placed as an <br /> article on the May 3, 2021 Special Town Meeting Warrant and the other items ($1,806,046)to be placed as <br /> an article on the May 3, 2021 Annual Town Meeting Warrant. <br /> Motion seconded by Mr. Gottlieb <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Mr. Collins, yes Mrs. DeBoer, yes Mr. Gasior, yes Mr. Gottlieb, yes <br /> Mr. Richardson, yes Mr. Sarno, yes Mrs.Thayer, yes <br /> Opposed, none <br />
