Mr. Fudala said Summerwood should have roughly $75k that they could use from an
agreement with the State years ago when it was found that they are big enough to have
their own wastewater treatment plant.
Subcommittee Meetings:
August 2, 2021 — Chris presented red-line markup of collection system plans, showing
shallower pipes. Subcommittee endorsed his ideas. He will work with GHD to formalize
suggested changes once accurate existing grades are provided based on surveys completed last
week. Also discussed Chris' ideas regarding an alternate approach to sewering Sea Oaks
Condos.
August 5, 2021 — Reviewed and suggested changes to SRF application documents.
Mr. Lyons asked who is responsible for the final confirmation of the SRF document we
recommend to the Town to facilitate.
Chris Gallagher said probably the Town Manager because it's a procurement.
Rodney Collins said according to Town Counsel, it's the Town Manager.
Mr. Gallagher said he doesn't think this will get done by the end of August, it's not even close to
done. We need titles on all properties. Michelle Higgins is in charge of SRF, she can be alittle
flexible, but not too much. I sent out requests for agreement to every party on the 5 roads. I've
been speaking with a lot, about 50 homeowners total. I think we need 51%. The actual deadline
is 10/15/21. Half the stuff on the flow chart is past their deadlines, realistically we're looking at
the end of September.
Mr. Towle asked when we can have the 51%. Mr. Gallagher said he's not taking a chance, he's
having an appraisal on every road.
Mr. Fudala asked where the money comes from, Rodney Collins said there are 3 options to get
funded. 1: from the $54 million, 2: legal/engineering/construction line item, 3: Federal funding.
Mr. Gallagher said we have to wait for the exact proposal.
Town Engineer Report
Santuit Pond:
- Commissioner Lyons re: any update on potential use of"Phoslock" compound at Santuit
Pond
Mr. Lyons had no new updates. Ashley Fisher is working hard to see what can be done.
Mr. Collins said we are also seeking a grant for treatment of the ponds. Mr. Rapazz said
that his interest in Phoslock had been piqued.
- Any DNR update on proposed Corps of Engineers dredging study N/A
Correspondence:
- Letter from Mashpee-Wakeby Lake Committee
Mr. Fudala read a letter from Mashpee-Wakeby Lake Committee asking the commission
to speed up the timeline for the sewer project.
- Inquiry regarding Willowbend sewer facilities
Willowbend had asked if the Town is interested in taking over all of Willowbend.
There is a verbal agreement with them that we could send effluent from our plant
to Willowbend.
Mr. Rapazc asked if Willowbend is plumbed to use wastewater as irrigation.
Mr. Fudala answered no, the runoff from fairways goes to collection ponds and
they use that for irrigation. Their wastewater goes to leaching pits.
