MINUTES <br /> MASHPEE BOARD OF SEWER COMMISSIONERS <br /> TUESDAY, AUGUST 17, 2021, 4:00 p.m. <br /> WAQUOIT MEETING ROOM <br /> MASHPEE TOWN HALL <br /> 16 GREAT NECK ROAD NORTH <br /> MASHPEE, MA 02649 <br /> *In-person Meeting— MASKS REQUIRED FOR ALL PARTICIPANTS* <br /> Present: Brad Pittsley, Ken Dunn, Al Towle, Mike Rapacz, Tom Fudala, Joe Lyons, Anne Malone <br /> Public: Chris Gallagher, Rodney Collins <br /> 4:00 p.m. — Convene Meeting Chairman Fudala called the meeting to order at 4:03pm. <br /> Approval of minutes: July 15, 2021 <br /> Mr. Towle motioned to approve the 7/15/21 minutes. <br /> Mr. Rapacz seconded the motion. <br /> Vote: 6-0-1 <br /> Roll Call Vote: <br /> Mr. Fudala; yes <br /> Mr. Lyons; abstained <br /> Mr. Dunn; yes <br /> Mr. Rapacz; yes <br /> Ms. Malone; yes <br /> Mr. Towle; yes <br /> Mr. Pittsley; yes <br /> In favor, 6; Opposed, 0; Abstentions, 1 <br /> Sewer Projects: <br /> - SRF Application now targeted for end of August. <br /> - Construction phase scope of services review — new proposed Contract Amendment #3. <br /> GHD is working with Chris on the language/scope of the next required contract, regarding <br /> pre-qualifying general and 8 types of subcontractors and the bidding process (which has <br /> to be done soon so as not to stop progress on the project). Both Chris and GHD indicate <br /> that they are not ready for this meeting, so a special meeting will have to be called when <br /> they are done. <br /> Mr. Fudala talked about creating a subcommittee with 2 members from GHD, 2 members <br /> from Town, and 1 commissioner to review pre-qualified contractors. <br /> Rodney Collins will ask Ernie Virgilio to represent the Town with Chris Gallagher. <br /> - Town Meeting Article(s) needed for easement takings? <br /> If needed, has to be submitted by the end of August. <br /> Mr. Lyons asked how the Town handled putting water in Summerwood. <br /> Mr. Fudala said it was not the town, it was the water district and an easement was taken <br /> over the entire property. <br /> Chris Gallagher said we should do a blanket taking and waiver of appraisal so zero dollar <br /> taking. $54 million article includes easements, so no need for a town meeting. If money <br /> is required, then yes, we'd have to go to town meeting. <br />
