Mr. Dunn motioned for Anne Malone to be the Clerk.
Mr. Rapacz seconded the motion.
Vote: 6-0-0
Roll Call Vote:
Mr. Lyons; yes
Mr. Dunn; yes
Mr. Rapacz; yes
Ms. Malone; yes
Mr. Towle; yes
Mr. Pittsley; yes
In favor, 6; Opposed, 0; Abstentions, 0
Commission Discussion:
Discussion of the duties of the Commission
Mr. Rapacz prepared a list of possible duties.
Mr. Lyons asked Andy Gottlieb if he had any other thoughts for what the Commission
should be working on. Mr. Rapacz asked Andy Gottlieb if the base was still an option. Mr.
Gottlieb said it's complicated. They have 250k gallons that they're willing to sell, we're
the only viable customer. We would need to know what the initial flow from the west side
would be. It could be a good or bad deal depending on that. There's a lot we don't know
yet.
Discussion: Sewer System Rules & Regulations
Mr. Lyons said we need to be practical, we should go through pages at each meeting.
Discussion: Condos (Summerwood and Sea Oaks)
Chris Gallagher said we have 5 weeks to get Phase 1 done, per the DEP deadline. He's getting
documents prepared by the Selectmen for eminent domain. He met with Anastasia Rudenko
from GHD to get plans.
Chris Gallagher presented the cost estimate he had done along with changes he made on the
plans.
Mr. Dunn asked if there were any negative aspects other than the extra pumps. Chris Gallagher
said no, even with extra pumps it's $8million vs $600k, it's a no brainer. GHD's plan was
inefficient; they had everyone gets gravity, but didn't look at the numbers. From day 1 I said
this isn't going to work. That's why I had an article for getting the Town flown. It saves a lot of
money.
Mr. Rapacz asked if GHD made changes after Chris' remarks, Chris Gallagher said he didn't
know.
Mr. Towle asked what the turnaround time is once they get Chris' corrections. Chris Gallagher
said he wasn't sure, it would probably take a week if they had someone good working on it
every day.
Mr. Lyons asked if the difference in elevation creates more grinder pumps in homes. Chris
Gallagher said that shouldn't be an issue. Mr. Lyons asked if the Town installs the grinder
pumps, Andy Gottlieb said the Town provides the pumps.
