Mr. Dunn asked if the changes/savings affect the SRF. Chris Gallagher said no, you don't have
to spend the amount you qualify for, the money just has to be in the scope of the original SRF.
We're getting the same product, just cheaper.
Mr. Gottlieb said we need the 2 condos to make the project worthwhile. Ms. Malone agreed that
we have to incorporate them.
Mr. Gottlieb asked if there's sufficient time for GHD to do pressure for Sea Oaks and gravity for
Summerwood, per Chris Gallagher's suggestion. It has to be bid out and part of the SRF. He'll
find out where legal is on the discussions with Summerwood. Mr. Lyons asked if everyone was
in agreement on this, everyone said yes.
Mr. Lyons said some buildings have 6 households and asked about the pumps. Chris Gallagher
answered that each building would have 1 grinder pump instead of 1 septic. He worked with Mr.
Lyons' contact in Chatham and compared what we have to what they've done and modified it to
work for Mashpee.
Discussion: Phase 2 and future sewer areas:
Mr. Lyons said we need to make the public understand that we're just getting started. The 25
year sewer plan was designed to assist with other efforts like shellfish, fertilizer, etc... we're
trying to get this done in less than 25 years, but still needs to work with everything else.
Chris Gallagher said the idea is to build a plant, and then get everything to that plant. It's going
to be a long process and we need to get some numbers/estimates on it. Mr. Lyons said we need
to know what each option will cost us so we can go to Town Meeting.
Mr. Gottlieb said we need to address the ponds as valuable water sources. We'll need to work
with Sandwich on that, they have concerns and are ready to move. Sandwich and Barnstable
are part of the IMA, that gives us the framework. We have an opportunity to take advantage
and accelerate, I think we'd have a lot of support at the spring Town Meeting. The Sewer
Commission should schedule a meeting with Sandwich and I'll go with you.
Schedule Subcommittee meeting:
The Commission decided that if meeting more frequently, the need for a subcommittee no
longer exists.
Town Engineer Report: N/A
Correspondence: N/A
Additional Topics:
(This space is reserved for topics that the Chairman did not reasonably anticipate
would be discussed.)
Ashley Fisher, from DNR gave an update on the Mashpee River. They deployed staff to remove
oysters that were dying because of algae blooms. This isn't something new, it happened in the
90's, but is reoccurring again. We really need to get sewering. Mr. Lyons said we're moving as
fast as we can. We can have the plans ready so when the money is available we can get
moving. Ms. Malone asked Ashley Fisher if we could get some photographs of the
algae/damage. Most people can't process the numbers, a visual really helps.
Mr. Lyons suggested that going forward, each member of the Commission gets the floor at each
meeting to comment on anything they feel is necessary.
