Collins <br /> Re: Summary of Outstanding Collective Bargaining Agreements or CBA <br /> Date: August 31, 2020 <br /> There are a total of four (4) outstanding collective bargaining unit agreements. All of them expired June <br /> 30, 2020. All of them are scheduled in duration from July 1, 2020 to June 30, 2023. The outstanding <br /> agreements would be retroactive to July 1, 2020. <br /> This is a breakdown of the four(4) collective bargaining agreements: <br /> 1. Administrator's LIUNA Unit B—Total cost= $45,746 <br /> This CBA covers all department heads not employed by Personal Service Contract or covered by <br /> PAP. Cost of living adjustments are 2%, 2% and 2%. Modifications in some positions were made <br /> to be consistent with the median on Cape Cod. Advancement in step will occur on employee's <br /> anniversary date. Compressed steps (eliminating Step 1 and adding new Step 8 at 2% in 8-step <br /> pay schedule) did occur in some positions. A stipend was agreed to for the Conservation Agent in <br /> performing specific responsibilities.The Human Services Coordinator is designated as the Human <br /> Services Director. Lunch periods no longer will be restricted to 12 noon to 1 pm. Sick time and <br /> personal time can be used in half-hour increments versus one hour increments.Language changes <br /> inserted to reflect Charter changes. <br /> 2. Administrator's LIUNA Unit A—Total cost=$26,645 <br /> This CBA covers all assistant department heads and support staff. Cost of living adjustments are <br /> 2%, 2%and 2%. Step 1 is eliminated. A new Step 8 is created that is 2% higher than the old Step <br /> 7. Reclassification Study Committee is eliminated. Lunch periods are no longer restricted to 12 <br /> noon to 1 pm. Sick leave can be used in half-hour increments. Sick leave for doctor and dentist <br /> appointments subject to approval of Town Manager. Opt-out incentive created for medical <br /> insurance. Language changes inserted to reflect Charter changes. <br /> 3. DPW SEIU Unit A—Total cost=$39,462 <br /> This CBA covers all custodial and facilities maintenance staff. Cost of living adjustments are 2%, <br /> 2% and 2%. A new Step 12 is adopted at 3% higher than Step 11 across the board. Stipends for <br /> Lead Custodians are adjusted. Sixteen (16) hours of sick can be used for scheduled medical and <br /> dental appointments in hourly increments with a 48-hour notice, except in emergency. <br />
